Water Resources Department: forward-looking plan to strengthen urban drainage and flood control works

0601 torrential rain caused a serious disaster in Taiwan. The Water Conservancy Department of the Ministry of Economic Affairs reviewed the situation of accumulated flooding in 1179 places in Taiwan and found that 1095 of them were caused by insufficient internal water discharge and 84 by river flooding caused by damaged dikes. The reason is that the rainfall in many areas exceeds 100mm in an hour, far exceeding the protection standards for urban drainage or non-urban land drainage systems, which is the main factor for this flooding. However, judging from the fact that the proportion of internal water (urban drainage and non-urban land drainage) is as high as 92% of this flooding, the future forward-looking plan will be combined with the existing mechanism of the comprehensive river basin management plan to accelerate and integrate the resources of various central ministries and committees and actively promote it.

The Water Conservancy Department of the Ministry of Economic Affairs held a press conference on the 5th to explain the prospect of water environment infrastructure and to review the causes of torrential rains in 0601. According to a preliminary investigation by the Water Resources Department, the damaged length of the river embankment in the central canal, which is in charge of the Water Conservancy Department, is 2.28km, accounting for 0.08% of the total length of 2748 km in the country. The Water Resources Department has asked all river bureaus to complete emergency repairs within two weeks to make preparations before the first typhoon.

Apart from reviewing the flood prevention planning of various water systems, the Water Conservancy Department will discuss with the Construction Department how to strengthen the drainage systems of various counties and cities and make appropriate adjustments in the forward-looking water environment plan. At present, the budget for river management and regional drainage in counties and cities in the forward-looking water environment plan is 72 billion yuan, of which 24 billion yuan is to speed up the construction of sewerage. Whether appropriate amendments will be made in the budget proportion and implementation priorities, the Water Resources Department will discuss with the Construction Department as soon as possible.
