A series of major problems troubling farmers in deepening agricultural supply-side structural reform have been effectively solved in Luobei County through the promotion of several measures during spring ploughing. In preparing for spring ploughing this year, Luobei County conscientiously implemented the spirit of the rural work meeting of the provincial and municipal party committees, made every effort to increase the planting area of soybeans, reduced the planting area of corn, stabilized the planting area of rice, and organized farmers' professional cooperatives and enterprises to sign orders to solve the problem of where to sell agricultural products, spawned a new change in agricultural supply-side structural reform in optimizing the structural adjustment of the planting industry, and accelerated the development process of modern agriculture.

Since the beginning of the year, Luobei County has taken the optimization of planting structure adjustment as an uphill battle to deepen agricultural supply-side structural reform, making early arrangements, careful arrangements, and vigorously promoting it. In order to minimize the planting area of corn, while continuing to increase the intensity of "changing drought into water", the county has also planted 20 hectares of "upland rice" as an example, so as to guide farmers to develop rice cultivation. According to the technical staff of the county agricultural technology extension center, the market price of corn has continued to decline in the past two years, and many farmers want to develop paddy fields but their own corn fields cannot be changed. "dry rice" is to grow rice in dry fields that are not suitable for changing paddy fields. This rice planting technology can save the seedling link, and the rice seeds can be directly sowed after coating, which can save 60% water, less investment and high benefit. According to last year's grain market prices, planting rice in corn fields this year will increase the net income by 10,000 yuan per hectare.

The development of duck rice planting is an effective way to adjust ordinary rice to green characteristics. In mid-March, the county agro-technical extension center organized county agrotechnical personnel and rice farmers to inspect and learn duck rice planting techniques in Huanan County, and funded to help farmers build duck sheds, provide ducklings free of charge, and help find a market. It is planned to try out a duck rice field in three rice science and technology parks throughout the county, totaling 24 hectares. Technicians told reporters that duck rice cultivation is to raise ducks in rice fields, which is an ecological breeding technology. Ducks feed on pests and weeds in rice fields and discharge duck manure into rice fields. Duck manure has become an excellent organic fertilizer for rice growth, and raising ducks in rice fields can make rice grow without spraying or fertilizing, which not only saves the cost of growing grain, but also produces better quality of rice and ducks than ordinary rice and ducks, and the prospect of breeding is very bright. After successful planting this year, it will be popularized on a large scale.

"before the seeds go to the fields, there are buyers of grain" is a bright spot of agricultural production in Luobei County this year. "seed regardless of selling, selling regardless of seed" was once a common phenomenon in agricultural production. In order to effectively integrate agricultural production with the market, since the beginning of the year, Luobei County, led by the County Agricultural Technology extension Center, organized rice growers in the county to cooperate with a large grain and oil company in our city, and signed a contract for planting 1000 hectares of high-quality rice. After the rice is mature, the purchase price of the enterprise is 0.5 yuan higher than the market price per kilogram, so that the interests of farmers are protected. When it comes to agricultural orders, the most typical one in Luobei County this year should be the Hongxing Agricultural Machinery Professional Cooperative in the county. Of the 1053 hectares of farmland operated by the cooperative this year, 253 hectares are paddy fields and 800 hectares are dry fields. Before there was no order, the 800-hectare dry land was planted with corn last year, but no money was made after the fall. This year, under the guidance of the relevant departments of the county, the cooperative, with its good reputation, frequently negotiated with grain and oil trading enterprises and signed a large number of orders, so that farmers' seeds had found buyers before they went to the fields. Director Meng Fanjiang told reporters that this year, in addition to growing 50 hectares of wheat for self-processing and sales, the cooperative also signed seven orders for high-quality rice, high-protein soybeans, green kernel black beans, large-grain sorghum, adzuki beans, black beans, and fresh corn with grain processing and trading enterprises in Luobei County, Hegang City, Shandong and Hebei, with a total contract area of 1003 hectares.

Through the promotion of a series of measures and the effective promotion of farmers' planting professional cooperatives, the adjustment of planting structure in the whole county has been promoted. It is understood that of the 1.145 million mu of crops planned to be planted in Luobei County this year, the planting area of rice has increased from 329900 mu last year to 346500 mu (including 300 mu of upland rice and 360 mu of rice and duck rice), and the area of soybeans has increased from 179700 mu last year to 274250 mu. The planting area of corn has decreased from 431,400 mu last year to 123,600 mu. In addition, it has also planted 750mu of wheat and 92700 mu of miscellaneous grains and beans, melons, fruits and vegetables, and characteristic cash crops, making the agricultural planting structure of the county more reasonable.
