Taichung City Initiates One-to-One Environmental Assessment Counseling for Economic and Environmental Win-Win

In order to reduce pollution caused by development, the Environmental Protection Bureau of Taichung City initiated the "one-to-one plant walking guidance" for environmental impact assessment. Through the exchange of pollution prevention and control, it helps development units to discover pollution problems early and find solutions. Last year, six companies have been coached, and this year nine high-risk pollution development companies will be coached, hoping to reduce the conflict between EIA and economic development and create a win-win situation.

Bai Zhirong, director of the Environmental Protection Bureau of Taichung City, pointed out that according to the EIA specifications, after the development unit passes the EIA review, the construction and operation stages must be implemented in accordance with the approved environmental monitoring plan and environmental protection related countermeasures, and the Environmental Protection Bureau will conduct random inspections from time to time.

At present, there are 261 environmental impact assessment cases listed in Taichung. In addition to continuous irregular supervision and inspection, last year it took the lead in conducting six one-on-one tutoring sessions nationwide. This year, nine large-scale development cases with high risk pollution were screened out, and one public hazard prevention and control exchange activity was held every month to guide operators to strengthen the improvement of public hazard pollution and fulfill their corporate responsibilities.

Taichung City Environmental Protection Bureau pointed out that counselors invited experts and scholars to Taichung Port yesterday to carry out one-on-one counseling and inspection, aiming at the prevention measures of vehicles loaded with raw materials, air and underground water quality monitoring data trends and storage tank detection alarm devices, etc., effectively letting development units understand the shortcomings of pollution prevention measures, and urging operators to follow the review conclusions of environmental impact assessment documents, hoping to reduce the conflict between environmental impact assessment and economic development and create a win-win situation.
