In June 2016, the State Administration of quality Supervision, Inspection and Quarantine and the State Standardization Administration issued notice No. 8 of 2016, approving the newly revised Technical regulations for Afforestation (gb/t15776-2016 instead of gb/t15776-2006) (hereinafter referred to as "the new regulations"), which will come into effect as of January 1, 2017. This is a major event in China's forestry ecological construction, for further standardizing and guiding the national afforestation work, scientifically promoting land greening, raising the level of revitalizing forests through science and technology, and improving the quality and effectiveness of afforestation, it is of great significance to promote the construction of ecological civilization and beautiful China.

The new "regulations" has made great efforts to revise and adjust the "forestation Technical regulations" promulgated and implemented in 2006, has a strong flavor of the times and scientific and technological content, introduces new afforestation concepts, injects new afforestation technologies, and adjusts afforestation density and afforestation zoning. Guide the construction of mixed forests, pay attention to the protection of afforestation sites, highlight the assessment and evaluation of afforestation effectiveness in specific areas such as arid areas, etc., targeted, scientific, advanced and operational. In order to make the new "regulations" be effectively implemented, we need to pay attention to the following issues and pay close attention to the relevant work.

First of all, it is necessary to conscientiously study and understand the basic connotation and core meaning of the new "regulations."

The standard is the result of the progress of human civilization. The new "regulations" is one of the most basic forestry standards, which has a wide range of application and strong guidance, and is the technical leader for scientifically promoting afforestation. It is necessary to fully understand the important significance of the release and implementation of the new "regulations," and grasp the basic connotation and core meaning of the new "regulations," especially the contents of the changes after the revision. Through training and publicity, make all kinds of relevant personnel at all levels know, master and apply to afforestation management and production practice.

Secondly, adjust and improve the top-level design according to the new "regulations".

The forestry authorities at all levels, especially the national forestry authorities and relevant units, should adjust and improve the current relevant regulations according to the new "regulations" and do a good job in the top-level design, so that the new "regulations" can be implemented. Specifically, the following work should be done according to the new "regulations": to adjust and improve the relevant management and technical regulations of key forestry projects, so as to show their characteristics on the basis of connecting with the new "regulations"; the relevant departments and bureaus of the State Forestry Administration should revise and improve the inspection and acceptance technology and management regulations related to afforestation as soon as possible according to the new "regulations", and strive to implement them synchronously with the new "regulations" from 2017. Adjust or abolish some management regulations that are not in line with the new regulations; all provinces, autonomous regions and municipalities shall formulate and improve their own technical rules or specific regulations in the light of reality; forestry authorities at all levels shall do a good job in the inspection and evaluation of the implementation and effect of the new regulations in order to revise and improve them in a timely manner.

Third, the forest should be determined by water in arid areas, and the relationship between afforestation and the formation of forest resources should be properly handled.

Water is the key factor restricting afforestation in arid areas. Determining forest with water and suitable trees on suitable land are the basic principles that should be followed in afforestation in arid areas. The current problems, on the one hand, in the selection of afforestation tree species, seedling specifications, density design, some places have not been able to fully develop "rain-fed forestry"; on the other hand, regardless of precipitation conditions, blindly pursue afforestation must form forest resources, no matter what rainfall level, shrub coverage of at least 30% can be regarded as afforestation effectiveness, to a certain extent, guide areas without water conditions to promote afforestation unscientifically. According to the new "regulations," humid areas with water conditions must reach the standard of forest formation with canopy density of 0.2 or coverage of 30%. In arid areas and other areas that do not have water conditions, forests should be determined according to local conditions. as long as it meets the effective afforestation standard, it is not necessary to achieve 30% coverage or 0.2 canopy density after 3-5 years of afforestation.

The effective afforestation standard is put forward according to the principle of measuring water, determining forest by water and giving priority to natural restoration, aiming at arid areas and other areas, the number of trees can survive and grow normally and stably in the natural state. The effective afforestation standard can be understood as afforestation with low coverage or low initial planting density. After the implementation of afforestation with low initial planting density, it is necessary to do a good job in sealing, prohibition, management and protection. With the passage of time, the integration of artificial forest and natural growth of forest and grass vegetation will make the artificial forest develop naturally and play a stable ecological function. After the introduction of the effective afforestation standard, the minimum forest standard of 0.2 canopy density or 30% shrub coverage will not be changed. In this way, it will guide the scientific development of afforestation in arid areas to a suitable coverage.

Fourth, humid areas should focus on cultivating precious tree species, do a good job in replanting woodland, improve forest structure, and cultivate high-quality forests.

Among the nine afforestation regions divided by the new regulations, tropical, subtropical, warm temperate, mid-temperate and cold temperate zones are divided by climatic zones. on the whole, they are in humid areas with good water conditions and are suitable for tree growth. forest resources are relatively rich, but the level of woodland productivity and forest quality need to be improved. These areas are important high-quality wood production bases in China. In accordance with the new "regulations," we should focus on cultivating precious tree species, especially mahogany species, and do a good job in replanting woodland. Attention should be paid to the selection and determination of stands that need to be replanted. The middle and young forests whose canopy density is less than 0.4 (excluding) and which are difficult to increase canopy density by natural forces and need to improve the stand structure are taken as supplementary planting objects. The replanted tree species can grow and develop normally under the canopy, and can form a healthy and stable forest ecosystem with existing trees. In the process of implementation, attention should be paid to the protection of existing seedlings and young trees with promising cultivation prospects.

Fifth, greening in urban and rural areas, planting trees on all sides, etc., and need a variety of health trees with strong anti-pollution ability, such as haze.

Trees play an important role in reducing the concentration of pm2.5. It is necessary to give full play to the "green lung" function of trees in urban and rural greening in order to minimize the harm of pm2.5. Experts believe that tree species with fluffy leaves, secreting sap, and rough leaves have better effect of absorbing dust and reducing the concentration of pm2.5, while tree species with smooth leaves are not easy to absorb dust, etc.; tree species with large number and large area of leaves have a better effect of absorbing dust than tree species with fewer leaves and small area; evergreen tree leaves exist for a long time, and the adsorption effect is better than deciduous trees. Urban and rural greening should gradually eliminate the "floating catkins" of poplars and willows. At present, hundreds of kinds of plants have been found to have health effects on human beings, which can emit a variety of gases containing fungicides, antibiotics and other chemicals, and through the lungs and skin into the human body to inhibit and kill protoviruses and bacteria, play a role in disease prevention and health. In residential concentrated areas, more efforts should be made to cultivate trees with strong ability to "eat" pollutants. While implementing the new "regulations" for tree planting and urban and rural greening, we should also refer to the three industry standards issued by the State Forestry Administration in 2016, namely, "Technical regulations for Rural Greening", "Technical guidelines for Greening in Urban and Rural areas" and "Technical regulations for Corridor Greening." In the "Technical Guide for Greening in Urban and Rural areas", it lists trees, shrubs and grass plants resistant to air pollution, soil pollution, dust retention and sterilization, such as sulfur dioxide, hydrogen sulfide, chlorine and hydrogen chloride, hydrogen fluoride, nitrogen dioxide, nitric oxide, ozone, acetyl peroxynitrate, ammonia and so on.
