Implement regulations on the protection of natural forests
Funds for the protection of natural forests will be included in the budget; commercial logging of natural forests will be completely stopped; clear felling of natural forests will be prohibited; and outstanding contributions to the management and utilization of natural forests will be rewarded. Starting from June 1, the regulations on Natural Forest Protection in Qiannan Buyi and Miao Autonomous Prefecture will be implemented, and the management, protection and rational development and utilization of natural forests in the state will be strengthened to contribute to polishing the local ecological brand.
Natural forest is not only the most important part of forest ecosystem in Qiannan Prefecture, but also an important barrier for ecological security in the upper reaches of "two Rivers".
It is reported that the regulations make it clear that natural forest protection shall be divided into first-level and second-level control areas; it stipulates that natural forest protection shall be under the responsibility of the chief government, and the people's government at the county level is the main body of responsibility for natural forest protection. Township (town) people's governments and subdistrict offices are specific responsible units for natural forest protection and management, and natural forest rights owners and forest management units are the main bodies of natural forest protection and management.
The regulation also stipulates that the people's governments at the state and county levels shall incorporate the funds for natural forest protection into the financial budgets at the corresponding levels, which shall be specially used for the protection and management of natural forests, vegetation restoration and infrastructure construction. the funds for natural forest management shall be included in the fiscal budget at the same level at 2:8 at the state and county levels in accordance with the amount of no less than 1 yuan per mu per year. It is necessary to incorporate the protection of natural forests into the national economic and social development plan, set up funds for natural forest protection and natural forest management, and encourage multiple channels to raise funds for natural forest protection so as to provide financial guarantee for natural forest protection.
At the same time, the regulation stipulates that commercial logging of natural forests and clear felling of natural forests are prohibited in the administrative area of the autonomous prefecture. Forest right owners are explicitly encouraged to protect and utilize natural forests through shareholding and cooperation. Moreover, it is stipulated that in the secondary control area, under the premise of not changing the use of woodland and affecting ecological security and biodiversity protection, through the transfer of natural forests to develop forest conservation, under-forest cultivation, under-forest farming, eco-tourism and other non-wood resources consumption management activities.
The regulations stipulate that within the scope of natural forest protection, it is prohibited to destroy forests for reclamation, burn wasteland, illegal mining, quarrying, sand mining, soil extraction and hunting, hunting and killing of wild animals, as well as grease extraction, lacquer cutting, peeling, root digging and illegal collection of wild plants, dumping garbage, residue and discharge of toxic and harmful substances to destroy natural forests. According to the needs of protection, management, cultivation and utilization of natural forest, collective natural forest land can be converted into state-owned natural forest land by means of government purchase and redemption. Those who destroy or illegally cut natural forests will be fined, replanted and restored in accordance with the regulations, and serious ones will be investigated for legal responsibility in accordance with the law.
At present, there are 15.6 million mu of natural forest in Qiannan Prefecture, accounting for about 70% of the 22.5 million mu forest area in Qiannan Prefecture, and the forest coverage rate in Qiannan Prefecture is 62%. The state has achieved full coverage of 12 counties (cities) of natural forest management and protection.
