Implementation Plan for pollution Prevention and Control (2018-2020)

The municipal party committee and municipal government jointly issued the implementation Plan of Chongqing pollution Prevention and Control War (2018-2020) (hereinafter referred to as the "implementation Plan"), which plans to implement a total of 180 projects in four areas (see table below). We will build important ecological barriers in the upper reaches of the Yangtze River and achieve 34 indicators in six aspects, such as cleaner water, bluer sky, greener land, cleaner soil, quieter sound and safer environment.

The content of the "implementation plan" is divided into six parts: overall requirements, strengthening the treatment of environmental problems, speeding up the completion of the "shortcomings" of environmental protection facilities, tamping the foundation of pollution prevention and control, strengthening the management of the whole process of the environment, deepening the reform of the environmental supervision system, and organizing and implementing it. take the continuous improvement of environmental quality as the core, coordinate "construction, governance, reform and management", highlight the key points, make up for deficiencies, strong and weak points, and in accordance with the requirements of project and engineering A total of 180 engineering tasks are put forward, including 25 projects in 4 aspects.

Based on the reality of Chongqing, the implementation Plan puts forward 34 indicators in 6 aspects, such as cleaner water, bluer sky, greener ground, cleaner soil, quieter sound and safer environment, including 42 sections with a stable proportion of excellent water quality of more than 95.2%. The number of days of excellent air is more than 300 days a year, the forest coverage rate is more than 51%, and the safety utilization rate of polluted cultivated land is about 95%. The average value of regional environmental noise is no more than 53 decibels, and no major environmental emergencies occur. Among them, the comprehensive elimination of black and smelly water bodies in urban built areas and inferior ⅴ sections of tributaries of the Yangtze River, the water quality standard rate of centralized drinking water sources in villages and towns is more than 86%, and the annual average concentration of fine particles is controlled within 40 micrograms per cubic meter.

According to the person in charge of the Municipal Environmental Protection Bureau, at present, the situation of ecological environmental protection in our city is still not optimistic, and there are still some problems, such as unreasonable industrial structure, uneven protection of ecological environment in urban and rural areas, serious ecological degradation, and prominent phenomenon of polluting enterprises going to the mountains and going to the countryside. Therefore, the situation of pollution prevention and control in our city is very urgent and should not be slackened at all.

Through half a year of in-depth investigation and study, extensive solicitation of opinions, and repeated revision and improvement, the personnel of the "implementation Plan" drafters have fully implemented the requirements of the CPC Central Committee, the State Council, the municipal party committee and the municipal government on ecological and environmental protection work, such as pollution prevention and control, and fully absorb the opinions and suggestions of all sectors of the city. And with our city to further promote the development of the Yangtze River economic belt to speed up the construction of beautiful places, the implementation of rural revitalization strategic action plan, the implementation of ecological priority green development strategic action plan, land greening promotion action plan and so on, finally formed this plan.
