Speed up the establishment of forest cities

Since 2017, the city has implemented the decisions and arrangements of the municipal party committee and municipal government, promoted the construction of ecological civilization as a whole, and successively launched the establishment of national (provincial) forest cities in Tengchong, Changning, Longling and Longyang, focusing on improving the ecological environment of human settlements and upgrading the taste and image of the city.

The municipal party committee and municipal government held an on-the-spot meeting on the establishment of national (provincial) wetland parks and forest cities in Donghu, Qinghai Province in October 2017, and arranged and deployed the establishment of national (provincial) wetland parks and forest cities. the city is required to complete the establishment and declaration of national (provincial) forest cities in five counties (cities and districts) by the end of 2020, and after all counties (cities and districts) create provincial forest cities for listing. Take the strength of the whole city to declare the establishment of Baoshan National Forest City.

All counties (cities and districts) have set up leading bodies in time, arranged corresponding funds for declaration, completed the preparation of the work plan for the establishment, and took the initiative to report to the establishment for instructions. Tengchong was put on record by the State Forestry Administration in June 2017, Changning County and Longling County were put on record by the Provincial Forestry Department in April this year, and Longyang District is stepping up its declaration, striving to be approved by the Provincial Forestry Department this year and proceed with the compilation of general regulations. At present, Tengchong City has completed the Master Plan for the Establishment of a National Forest City in Tengchong City and passed the review of the State Forestry Administration on December 27, 2017. In May this year, Tengchong City issued the "Tengchong City to create a national forest city work task decomposition plan", marking Tengchong into the establishment stage. After being put on record at the provincial level, Changning County and Longling County have determined the compilation units of the general rules through government procurement and stepped up the preparation of the general rules.

Since the establishment work was carried out, the forestry departments at the city and county levels have linked up and down to coordinate Tengchong, Longyang, Changning and Longling in time to set up national (provincial) forest city creation leading bodies, to guide Tengchong, Longyang, Changning and Longling respectively to formulate a work plan for the establishment of national (provincial) forest cities, and to write Tengchong City, Changning County, Longling County and Longyang District to establish national (provincial) forest cities.

Since 2017, the city has integrated 126 million yuan for forestry protection projects, 167 million yuan for ecological compensation projects and 132 million yuan for vegetation restoration projects, won 452 million yuan for various special forestry development funds of the central and provincial governments, and attracted 231 million yuan of foreign investment. concentrated efforts have been made to promote the construction of "forest and mountain protection", and 178500 mu of farmland has been returned to forest and grassland, and 127000 mu of steep slope land has been ecologically controlled. The mountain closure for forest cultivation of 4.25 million mu and the development of economic forest of 1.78 million mu have achieved the "win-win" goal of ecological and economic benefits, and created good external conditions for the city to establish a national (provincial) forest city.
