Zhao Yingmin, vice minister of the Ministry of Ecology and Environment, said at a regular policy briefing of the State Council held by the Information Office of the State Council on the 20th that the "three-year Action Plan to win the Blue Sky Defense War" will be issued and implemented in the near future. The overall goal is to further significantly reduce the concentration of pm2.5, significantly reduce the days of heavy pollution and improve the ambient air quality after 3 years of efforts.

Zhao Yingmin said that in 2013, the Action Plan for the Prevention and Control of Air pollution was issued and implemented. Over the past five years, the ambient air quality has improved as a whole, but the atmospheric environmental situation is still grim. The "three-year Action Plan for winning the Defense of Blue Sky" (referred to as the "three-year Action Plan") compiled by the Ministry of Ecology and Environment in conjunction with relevant departments has further enhanced the breadth, depth and intensity of the task measures for the prevention and control of air pollution.

Zhao Yingmin said that the overall idea of the action plan is "four four", that is, highlighting the four key points, optimizing the four major structures, strengthening the four supports, and realizing the four obvious ones. Highlight the "four key points", that is, the key pollution prevention and control factors are pm2.5, the key areas are Beijing-Tianjin-Hebei and its surrounding, the Yangtze River Delta and Fen-Wei Plain, the key periods are autumn, winter and early spring, and the key industries and fields are iron and steel, thermal power, building materials and other industries, as well as "scattered pollution" enterprises, bulk coal, diesel trucks, dust control and other fields.

According to reports, the overall goal of the "three-year Action Plan" is to significantly reduce the total emissions of major air pollutants after three years of efforts, coordinate the reduction of greenhouse gas emissions, further significantly reduce pm2.5 concentrations, significantly reduce the number of days of heavy pollution, significantly improve ambient air quality, and significantly enhance people's happiness in the blue sky.

The specific targets are as follows: by 2020, the total emissions of sulfur dioxide and nitrogen oxides will be reduced by more than 15% compared with 2015; the concentration of cities at and above the prefecture level of pm2.5 will be reduced by more than 18% compared with 2015; the percentage of days of good air quality in cities at prefectural level and above will reach 80%, and the rate of days of severe pollution and above will be reduced by more than 25% compared with 2015; provinces that achieve the 13th five-year Plan target ahead of schedule should maintain and consolidate their improvement achievements. Provinces that have not yet been completed should ensure that the binding targets of the 13th five-year Plan are fully realized, and the ambient air quality improvement target of Beijing should be further improved on the basis of the 13th five-year Plan.
