We have calculated with marine experts that if the ecological proportion is slightly increased to 40%, I am afraid that no fishing industry in Taiwan will ever pass. Not even the edge of a total score of 50. Then the badge, which consumes so much brainpower, financial resources and manpower, will be meaningless. Just imagine, even the mackerel industry, which is currently the most advanced in management, has worked hard for five years, not to mention sustainable seafood, if you can't even get the badge of progress. So, will fishermen still be willing to be managed? This part is no longer a scientific category, and it is the responsibility of political decision-making.

As a result, the Sea Dragon King Association will only account for 30% of the fishing path score design of the Ecological Health and fishing method, which is difficult to rise. The remaining 70% depends on the fishery industry chain to work together, love to fight the ocean can have a future. The following is a brief introduction to the scoring items of the fishing track.

Where there is fish in ◎, there is fishery.

The first big question: make sure the school of fish lasts 15 points.

From the point of view of marine ecologists (different from fishery scholars), only with a healthy marine ecosystem and a complete food chain can we have fish every year. These three scores quite test the strength of the country's marine scientific research. No one can ever calculate how many fish there are in the sea, but there are more accurate or outrageous estimates.

If we regard "Australia's Great Barrier Reef and Nansha Taiping Island" as a marine ecological standard with a score of 5, then Taiwan's main island and outlying islands after industrial development will probably be less than 2 points. Of course, detailed assessment should be handed over to oceanographers for on-site assessment.

The abundance of fish series is also a complex problem. From time to time, online articles will see doubts about MSC and MEL Japan, believing that their badges are overused, such as haddock in the Bering Sea and haddock in the Pacific Ocean. Their resources are obviously declining, but they have been certified by MSC!

The second big question: reducing the negative impact on the marine environment and ecosystem by 15 points

The conservation goal of this major issue is precisely the community's greatest concern about marine conservation sites such as ──, such as opposing trawl damage to the seabed and trawling for a large number of young fish, while some groups are committed to preventing the acquisition of sea turtles, seabirds, dolphins, and so on. Therefore, the nearshore bottom drag scored 0 in the second major topic, which is in line with the international conservation trend and social perception.

The third point is what marine scholars of the Sea Dragon King Association have particularly insisted on, but the fishing industry has often ignored in the past: what is the impact on the service function of the ocean after fishing? For example, "kissing larvae" may cause the upper biological chain to collapse if they mix too many babies with other species in some months. The "fish gun" controversy is also here. Compared with the trawl Gill net, the fish gun can get 40.5 points for being friendly to the marine environment, and it will never catch non-target species. If you want to hit the dragon bream king, that's it! Five points.

The problem is that coral reef fish have always been "diverse but small", and the larger the female, the more eggs are laid than the teenage mother fish. The removal of big fish may have a fatal impact on the ecology of the sea area. Unless there is a complete scientific survey every year to know what kind of fish and how many fish there are in the area, imitating Australia's strict restrictions on the number and body length of fishing, and this is the third goal of the fishing path logo, "effective management."

Effective management is actually very hard! First of all, it is not easy to bring all the potential fishermen to a meeting. Not to mention reaching a consensus. During NGO meetings, there are often cases in which 10 groups have 12 positions. In the end, there are two groups that did not attend the meeting and later said that they did not agree.

In terms of research energy, at present, there are fisheries in Taiwan that conduct long-term scientific investigations, all of which are funded by the Fisheries Department, but the Fisheries Department is very short of money, and most fisheries have not been tracked and assessed, such as Penghu native fish. As a result, there is a lack of information on "fishery economy". However, for the sustainable development of industry and marine ecology, it is of great significance to collect and analyze the economic data from fishing cost, processing, sales to the surrounding industries.

The third and fourth items, from mastering the "trends of fishing vessels" to implementing the "fish unloading declaration", and checking the accuracy of the contents of the declaration, have a key and significant impact on the accuracy of scientific research and the policy formulation of fisheries management. Only on the basis of items 3 and 4 can we really formulate the norms necessary to prevent overfishing, such as the establishment of no-fishing periods, no-fishing areas, restrictions on the total number of fishing vessels, and so on.

On the other hand, "total quantity and individual quota" is a better realm. After two meetings, the mackerel and scad Fisheries Advisory Group has not yet reached a consensus on the tonnage of "total quantity control". The fundamental reason is that fishermen have to refuel more in their homework for unloading fish. It took nine years for Western Australian lobsters to reach individual quotas. Individual quotas can avoid the "fishing Olympic Games" ── caused by total quantity control. Everyone is scrambling to catch all the fish within a short period of time (for example, the current situation of Penghu sea urchins). It can also avoid the "big fishing", which has a multimillion-yuan advanced fish detection machine, causing unfair competition and survival oppression to those "small fishermen" who find schools of fish based on their feelings.

The sixth item, the preservation of catch, involves food preservation and food safety. If we can effectively reduce the waste of decay, we can catch a lot less fish and maintain a good price, which is good for the sea and fishermen. If the Fisheries Department can encourage small vessels to set up live fish tanks or build cryogenic freezers in fishing ports, this concept can be implemented.

As a matter of fact, the preservation ability of catch is a big problem in an industrial chain. It is related to the "operational partition design" of the hull, the configuration and maintenance of "refrigeration and other equipment" on board, to the freezing plant and processing plant after unloading the fish. At present, there is only one frozen ship in Taiwan's mackerel industry, and the rest are refrigerated. The sanitary treatment process, including the hygiene concept education of the crew on board, the water quality of ice, the cleaning of the work area, and the avoidance of stacking catch on deck for too long, are all part of the process. It is suggested that the health evaluation standard of the European Union and related professional discussions can be adopted as the scoring standard.

Finally, the seventh item on the salary and working environment of fishermen, although not directly related to marine conservation, is a practice of universal human rights values. In the part of treatment, if you sign unequal contracts for fishermen, allow agents to deduct their wages indiscriminately, do not apply for health insurance, pay wages on time, and take less than the legal number of days off; in the part of the environment, work is often injured, employers often talk violently, always can only sleep on the boat, there is no prayer space, and so on, no matter how environmentally friendly seafood is gray, points should be seriously deducted.

Having said so much, take a pen and let's try it out together.

Let's start with the mackerel and scad fishery. Due to the lack of accurate data (such as the health insurance status of fishermen), it is assumed that it is generally not very bad, calculated on the basis of the median. The preliminary trial calculation is 60 points! It is very close to the standard of the "progressive period". It is believed that if we put in one year of preparation, including increasing the fishery economic survey, implementing the unloading declaration, and so on, it will be possible to affix a label, and after another three years of efforts, we will reach the "sustainable seafood" period.

Then take Xiaoliuqiu, which has already implemented the "three-mile ban", to try and calculate. There are many sea turtles in Little Ryukyu, but there are not enough fish and coral reefs, so whether it can be "Renaissance" depends on providence. After the net ban, Xiaoliuqiu had small longlines to catch blackthroat, white belt fish, silver carp, and so on. The advantage of Xiao Liuqiu is that he has the experience of convening local residents to hold meetings in order to draw a no-fishing zone and a net ban for three miles. In addition, the Ryukyu fishing Association has its own patrol boats and patrol teams, and Li Yili, a cadre of the Ryukyu fishing Association, is also diligent in boat patrol and diving inspection. We should be able to get high marks in the control of illegal fishing.

After trial calculation, it is assumed that Xiao Ryukyu will be given five years to improve the effective management of the fishery, including organizing a local fishery management team, making a declaration for unloading fish, subsidizing scientific and economic research, improving the energy of fishermen in dealing with their catch, and so on. It has the potential to meet the standard of "sustainable seafood" over time.

Conclusion

Although the environmental badge is not a panacea, energy-saving light bulbs, recycled paper, organic fruits and vegetables cannot guarantee 100% to save the earth's ecology; seafood stamps do not necessarily save the heart of the ocean, but where there is effort, there is light. Citizens are also happy if they have the opportunity to enjoy food that takes more responsibility for the environment. We hope that through the sustainable seafood label and consumer market, we can help the mother of the ocean to use her own energy to restore vitality. The ocean of Formosa must take this step on its own.
