In order to tie in with the policy of "halving chemical pesticides in ten years", the Prevention and Inspection Bureau announced the prohibition period of 12 pesticides and the restricted scope of use of 6 pesticides on May 2. Zou Huijuan, deputy director of the Prevention and Inspection Bureau, said that in view of the latest scientific evidence at home and abroad that these pesticides do have food safety and environmental risks, the exit mechanism of high-risk pesticides was activated.

According to the latest announcement, the draft of the usage and scope of 12 pesticides such as prednisone for banning pesticides and limiting 25% of the use of six pesticides such as prednisone emulsions. "acaroid mite", "Fenbuke mite", "16.5% anti-stripe emulsion", "8% calcium methyl arsenate wettable powder", "1% ammonium ferric arsenate granule", "6.5% ferric ammonium arsenate solution", "42.3% Horbon arsenic emulsion" and "0.49% Jiaomeng powder", "iron methyl arsenate", "35.2% sodium methyl arsenate solution" and "45% methyl sodium arsenate solution", High-risk pesticides such as "prednisone" will gradually withdraw from the market in different periods, such as July 1, 2018, August 1, 2018, and February 1, 2019.

"Big acaroid mite" is a derivative of DDT, which is banned in Taiwan ahead of schedule.

The Bureau of Prevention and Inspection said that the prohibition of "large acaroid mites" and "Finnbuck mites" is based on the resolution of the 106 Stockholm Convention; it pointed out that the pesticide has the characteristics of long-distance cross-border atmospheric movement and is a persistent organic pollutant, and is recommended as a prohibited pesticide. In order to reduce the pollution of the drug to the domestic environment, the Prevention and Inspection Bureau decided to adopt a ban strategy.

Feng Haidong, director of the Prevention and Inspection Bureau, stated in an interview a few days ago that the "big acaroid mite" is a derivative of DDT, which in principle will be listed in the schedule of the Stockholm Convention and will be completely banned worldwide in 2019, while Taiwan banned it ahead of schedule on July 1, 2018, because of the low domestic consumption, so it can be banned at any time.

As for "16.5% anti-grain emulsion" and other arsenic pesticides are also included in the scope of high-risk pesticide exit, the prevention and inspection bureau said that although the main components of these pesticides are organic arsenic, "but organic arsenic and inorganic arsenic compounds can be converted to each other through biological metabolism in the natural environment." Considering that inorganic arsenic has been listed as the first category of human carcinogens by the International Agency for Research on Cancer (IARC), the Prevention and Inspection Bureau decided to ban these arsenic pesticides.

Feng Haidong further explained that the final statistical record of production and marketing of these arsenic-containing pesticides remained in 2002, "there may be few products still in circulation." And better drugs have come out a long time ago; therefore, these worthless pesticides will consider leaving the market, so as not to let the outside world misunderstand that there are still so many unfriendly pesticide products in the country.

Because of concerns about food safety, "beating and killing pine" is prohibited in rice.

On the other hand, the prohibition of "prednisone" is due to the consideration that the international community has lowered its daily allowable value (Acceptable Daily Intake,ADI). According to the assessment of the Prevention and Inspection Bureau, it is impossible to reduce the risk of ingestion by adjusting the allowable standard for pesticide residues, and in practice, it is impossible to reduce the risk of pesticide residues by prolonging the safe harvest period.

As for pesticides such as "Baosong" and its mixture "Tao Bansong", the Prevention and Inspection Bureau considered that it would be decomposed into the banned pesticide component "damasong" after use, and it was confirmed by the experiment of the Council of Agriculture. When it is legally used in rice pest control, there may be metabolic conversion "damasong" residue excess situation, if it continues to be used in rice, there may be food safety concerns, so the Prevention and Inspection Bureau also announced the situation. These pesticides should not be used in rice.

Is there a next wave of exit pesticide lists? Prevention and Inspection Bureau: it is not convenient to make public.

Zou Huijuan said that the Bureau of Prevention and Inspection will continue to carry out the exit of high-risk pesticides, adding 12 new pesticides and adding 6 restrictions on the scope of use of pesticides at this stage; and if there is new scientific evidence and international data to support it in the future, the Bureau will further assess its impact on the human body and the environment on the basis of scientific evidence, and further take measures to ban and restrict the use of pesticides with doubts and risks.

However, asked whether the Prevention and Inspection Bureau has the next wave of "possible" exit pesticide list, Zou Huijuan only said, "it is not convenient to make it public." Everything still has to wait for the completion of the scientific assessment before the relevant measures can be taken step by step based on the risk.

Feng Haidong also said that he does not want to make a list of commonly used but worrying pesticides, but the "restricted pesticides" in the existing pesticide information network is already a large list of "problematic drugs."

Although the list of restricted pesticides is considered to be a "problematic pesticide," Feng Haidong said that according to the current management practice, special restrictions are imposed only when special conditions are found after they have been used for a period of time. As for how to manage the tendency in the future? Feng said efforts will be made to find the logic of restrictions and determine the scope of use restrictions at the beginning of drug registration.

Using "grading" and "substitute spraying" to control high-risk pesticides in the future

However, the policy of "halving chemical pesticides in ten years" is on the way. how does the Prevention and Inspection Bureau plan to effectively control the use of high-risk pesticides? Feng Haidong said that "grading" is an important strategy to halve pesticides in a decade, while in the future, in addition to using "substitute spraying" as a strict control on drug use, it is also possible to further regulate transport and storage conditions, sales and use, and even advertising and marketing.

Zou Huijuan also stressed that the ten-year policy of halving chemical pesticides and exiting high-risk pesticides will continue to be implemented, and appropriate measures will be taken on the basis of the latest scientific evidence at home and abroad; and the prevention and inspection bureau will also pay close attention to the follow-up development of the internationally discussed herbicide "Jiaposai", as well as new nicotine pesticides such as "Yida amine", "Konidine" and "Saisuan".
