Taiwan's geology is fragile and natural disasters are frequent, causing serious disasters whenever typhoons, floods, and landslides occur. Li Chen-yang, director of the soil and Water Conservation Bureau of the Council of Agriculture, points out that since the August 8 typhoon, the hillside environment has been faced with not the above single disaster pattern, but compound disasters, which may occur on the hillside at the same time.

In order to cope with the plight of Taiwan's compound disasters and improve the effectiveness of debris flow monitoring, the Council of Agriculture held a "soil and Sand Forum" a few days ago. Li Zhenyang said at the meeting that compound disasters such as the August 8th typhoon may occur again in Taiwan, and we must make plans in advance. We should think about how to deal with it, integrate the upper, middle and lower reaches, and hope that industry, government, learning and research will provide advice, and small expert meetings will be held one after another in the future. Put forward the policy priority direction and prepare the budget for implementation.

Climate change aggravates compound disasters is a difficult problem

Climate change aggravates the risk of disasters. Li points out that rainfall is changing more and more. "the drier the dry season, the wetter the wet season." The frequency and time of extreme weather such as torrential rain and strong typhoon have increased, which has shortened the time of disaster prevention and response, expanded the location of disaster distribution, and increased the scale and loss of disasters.

In the face of the increasing scale and impact of disasters, in 2015, the government also approved the adoption of the "Plan for large-scale collapse Prevention and Mitigation under Climate change," with overall disaster prevention as the consideration and settlement security as the core, to build a complete slope intelligent disaster prevention system. In response to the crisis of large-scale collapse in Xiaolin Village, take inventory of high-risk areas in Taiwan and discuss how to reduce disasters in the future. "disasters cannot be prevented, but they can be mitigated."

Li said that at present, Taiwan has established 549 "independent disaster prevention communities" to strengthen the resilience of grass-roots disaster prevention communities, telling them exactly where the danger is, how to deal with it, and where they are going to evacuate and seek refuge. And the community is divided into small groups, such as the old, the weak, women and children, and so on. When an emergency evacuation order is issued, it is very clear who wants to lead whom to evacuate. When receiving the order, go to the corresponding person to reduce the debris flow disaster. At the same time, we also do evacuation drills and disaster prevention materials, so that the community is ready to evacuate at any time.
