Taiwan's agricultural team, the Taiwan Nongfa Company, not only leased agricultural land from Taiwan Sugar, but also recruited banana farmers to cooperate in production, but also prepared to build an "international fresh-keeping logistics center" in an attempt to integrate production, collection, and export, but this caused panic in the agricultural community. recently, it was even reported that it would lease 235 hectares of woodland in Taitung as the production land of pineapple Sakya, and rumors of "competing with the people for profits" were rife.

Lin Congxian, chairman of the Council of Agriculture, went to the Economic Committee of the Legislative Yuan for inquiries yesterday, and was repeatedly questioned by legislators that the role of Taiwan Nongfa was unknown, and that legislators of the time Power Party caucus were high-minded. To use it. Barasha even more bluntly said that Taiwan Nongfa should have led small farmers to fight in group fights, but now it seems that he has repeatedly seen Taiwan Nongfa grow its own land, "is this competing with the people for profit?" A series of tit-for-tat confrontations by legislators caused Chen Yu-ran, chairman of Taiwan Agricultural Development, to refute, "ask questions to be more professional. Who am I fighting for profits?"

Farmer: I don't know how TNFA is going to integrate.

Farmers surnamed Hong said that most of the existing traders are "fighting alone" to sell to Chinese mainland, and it is difficult to integrate. "the quality is different, so naturally, export is very difficult to control." It would be nice for TNFA to play an integrated role, "but the key point is to make a clear distinction." Farmers are responsible for production, and TNFA is responsible for transportation and packaging. Its role is clearly defined. "of course, it will not object to TNFA."

Sakya farmers surnamed Hong explained with the New Zealand kiwi fruit integration model, "New Zealand kiwi farmers are shareholders, and they will naturally make their products well." But the reason why the agricultural sector is now rebounding loudly, Hong says bluntly, is that farmers do not know exactly how Taiwan Nongfa is going to integrate small farmers.

Traders: the role and function of TNFA should be clearly defined to help solve the "pain point of export".

In the face of the fact that Taiwan Agricultural Development wants to use state funds to build a "model for export" and establish a system from planting to harvesting, collecting and selling from scratch, rather than cooperating with the existing domestic industrial chain, a global fruit trader who spoke on condition of anonymity said, "it is right and wrong for Taiwan Agricultural Development to jump directly into the industrial chain. Its role function setting is very important. "

The trader said that most of Taiwan is a "loose sand" business model, which is difficult to assemble into a single goal, and the mentality of "small heads" is strong. If Taiwan Nongfa wants to directly tutor existing production and marketing farmers, it will have to make a lot of pains, and the results may not be too good. However, TNFA can use national resources, funds, and policy strength to strictly adhere to the principle of "not competing with the people for profits" to help solve the pain points of export products.

"for example, in terms of planting noodles, if you want to supply a GAP (good Agricultural practice) to the outside world, the farm needs a toilet. Who in Taiwan has a toilet?. How can Taiwan Agricultural Development assist producers who are interested in specializing in export to put the whole set of regulations in place? In addition, keeping fresh after harvest is also a big pain point for exports. general trade exporters will not invest too much money in a single industry and will make money through customs, but if the national team enters the market for guidance, make sure that every action is done completely. now Taiwan's fruit export, opening containers seems to be in the lottery, some containers open beautifully, some containers open bad 30%. How can you keep doing business in this way? "

The trader said that if TNFA can provide guidance to collection yards that are willing to improve the quality, and use policy forces to help improve the quality of Taiwan's goods, traders will naturally have a way to sell them. instead of spending state money on building factories or selling.

Traders: export pays attention to competitive strength, bananas are no longer investable projects

Li, a trader surnamed Sakya, said bluntly, "it's not difficult for traders to build postharvest equipment and cold chains. It's just a matter of whether to do it or not." If the item does have export strength, traders will naturally be in business. "assuming the market is OK, if you get the postharvest equipment right, there will be a market and you can make money. How could traders not do it?"

In the opinion of a trader surnamed Li, "Taiwan's agricultural export is not just about setting up a postharvest system." Take Taiwan bananas as an example. "everyone thinks that postharvest processing can't keep up, but in fact, it's because it's no longer a competitive product." Without the export strength of agricultural products, naturally no trader is willing to invest in equipment. Traders surnamed Li are pessimistic if they want to solve the export dilemma through the hand of TNFA.

Legislator: ask TNFA to report and clarify its role

After the legislators asked questions in turn, Liao Guodong said at the Economic Committee: "from the morning till now, they have been talking about Taiwan Nongfa, but they have not said a word." TNFA is required to submit a report to clarify its role.

Chen Yu-ran, chairman of TNFA, said, "where on earth are you going to compete for profit?"

In response to questions raised by legislators, Chen Yu-ran, chairman of Taiwan Agricultural Development, reprimanded angrily in an interview with "upstream and downstream" reporters: "where on earth are they fighting for profits?" Please explain clearly. " Take the export of American lettuce as an example, it is also exported to Japan, general traders sell to McDonald's, and Taiwan Nongfa focuses on supermarkets. "did I grab your market?"

Chen Yu-ran says frankly that Taiwan Nongfa is indeed planning to set up its own production cooperatives, but will the co-operatives crowd out into the living space of the existing production cooperatives in the future? Chen Yuran said, "No." In the future, as long as the production cooperatives are willing to compare the specifications of TNFA, "We will cooperate with the existing cooperatives."

Chen said that although there was cooperation with the existing pineapple Sakya production cooperative this year, "they didn't give us the best quality." Even if there is some consternation, TNFA still believes that this is the first year of cooperation and will get better and better in the future.

Why did TNFA target "pineapple Sakya" as a priority product? Chen Yuran says that since pineapple Sakya is only grown in Taitung, once the module is successfully built, it will have the opportunity to replicate and expand. "if it can be done, it can become the formula of New Zealand kiwi fruit. Kiwi fruit has interests and is in the interests of fruit growers, not ours."

Chen Yuran: set up SOP to let farmers see the possibility

In response to questions from the outside world that TNFA should help improve its quality rather than jump into the industrial chain on its own, Chen Yu-ran says, "now you go and tell those fruit farmers that they all say that I have been a farmer for 30 or 40 years, and no one wants to listen to you. At this stage, it is still necessary for TNFA to set up a feasible SOP on its own farm." Let the farmers see that this can really be done, and they will follow suit. "

At present, Taiwan Nongfa has only raised eight new banana farmers to cooperate in production and jointly manage 12 hectares of banana plantations, but the recruitment and selection of new banana farmers in the second tier has been quietly suspended, and the future interaction model between TNFA and existing production and marketing roles remains to be seen. Chen Yuran said helplessly that his head should look to the future. "how am I going to do anything if I continue to 'compete with the people' like this?"
