A consultation seminar on the preparation of the National Planning Framework of the Food and Agriculture Organization of the United Nations (hereinafter referred to as "CPF") for 2016-2020 was held in Beijing a few days ago. The purpose of the seminar is to absorb the wisdom of all parties and forge consensus by combining the latest goals set by the United Nations 2030 agenda for Sustainable Development and the spirit of the proposal of the CPC Central Committee on the formulation of the 13th five-year Plan for National Economic and Social Development. Highlight key areas of cooperation and innovative ways of cooperation, make full use of the resources and advantages of the Food and Agriculture Organization of the United Nations, and give better play to the role of demonstration and radiation. Promote the construction and sustainable development of modern agriculture in China.

According to reports, in 2012, the Ministry of Agriculture and the United Nations Food and Agriculture Organization jointly prepared the 2012-2015 CPF framework. The framework lists five key areas of cooperation between the two sides, including improving food security and nutrition and improving the livelihood of the rural poor. Over the past three years, China has completed more than 40 projects under the framework of CPF, which have achieved good results in food security, rural poverty alleviation, ecological agriculture development, animal and plant disease prevention and control and so on. In July this year, the Department of International Cooperation of the Ministry of Agriculture and the representative office of the United Nations Food and Agriculture Organization in China reached a consensus on the preparation of the "China-United Nations Food and Agriculture Organization National Planning Framework (2016-2020)". The compilation team, composed of experts from the Center for Foreign Economic Cooperation of the Ministry of Agriculture and China Agricultural University, started the preparation of CPF (including agricultural gender analysis report) in the second half of this year, and plans to approve and formally release CPF by the end of March 2016.

Qu Sixi, an inspector of the Department of International Cooperation of the Ministry of Agriculture, said at the seminar that China actively participated in and strongly supported the initiatives and activities of the United Nations Food and Agriculture Organization (FAO) in promoting world agricultural development and ensuring food security. The formulation of the 2016-2020 national planning framework will continue to adhere to the integration of China's agricultural development needs with the global strategy of the United Nations Food and Agriculture Organization. We will highlight practical cooperation in the areas of food security and nutrition, poverty eradication, food security, ecological environment and sustainable agricultural development.

Project officials from the Food and Agriculture Organization of the United Nations, the World Food Program, and the International Fund for Agricultural Development, as well as representatives of the Poverty Alleviation Office of the State Council, the Ministry of Water Resources, the State Forestry Administration and other relevant ministries, as well as industry experts from scientific research institutions such as the Chinese Academy of Agricultural Sciences and the Chinese Academy of Social Sciences, attended the seminar, and had a heated discussion on the compilation of the national planning framework for 2016-2020.
