Guo Huaren, who has worked hard to promote organic agriculture and regulations for many years, said, "promoting organic agriculture is the greatest aspiration. As soon as the conversation changed, Guo pointed out that Taiwan urgently needs to transition to organic agriculture, on the one hand, because habitual agriculture depends on oil, including fertilizers, pesticides, machinery, etc., it is feasible for oil to be cheap now, but in the future energy crisis, oil will become more and more expensive. Habitual agriculture will not be able to go on, and it is inevitable to switch to organic agriculture. On the other hand, the progress of organic agriculture in Taiwan is slow. The real transformation of a farm takes not only three years, but also ten years before the farmland can be restored to health. Under such a crisis, Taiwan must now develop complete organic agriculture as soon as possible.

However, with regard to the current negotiated version of the Organic Agriculture Promotion Law, Guo Huaren points out, "the provisions negotiated fall a little behind our imagination, but we still let it pass first, and then amend it later." Organic agriculture is an overall concept and involves a wide range of aspects, but the competent authority is the Organic Agriculture Section under the Agriculture and Food Department, which not only has a small number of people, but also has no way to take care of other departments. for example, the counseling section for farmers involves the Counseling Office of the Council of Agriculture, the overall planning part involves the Planning Office of the Council of Agriculture, and even the organic fisheries proposed by the European Union will also involve the Agriculture and Fisheries Department. "then how can the Agriculture and Food Department manage the other parts?"

Guo said that it is hoped that a committee will be set up under the chairman of the Council of Agriculture to hold regular meetings to deal with matters related to organic agriculture, and that the members of the committee should not only be insiders of the Council of Agriculture, but also have outside experts, so that they can draw on their collective wisdom.
