Demonstration creation to drive the purification of enterprises

For ordinary enterprises, due to the constraints of huge financial investment and technical capacity, many enterprises can not make up their mind to carry out purification. In order to fully mobilize the enthusiasm of aquaculture enterprises, the epidemic Control Center has organized and implemented the "Technology Integration and demonstration Project for purification and harmless discharge of Major Animal Diseases in large-scale Farms" since 2013, giving more support to enterprises in terms of work drive and technical guidance.

In order to fully mobilize the enthusiasm of aquaculture enterprises to carry out epidemic disease purification and give full play to the main role of farmers, the epidemic Control Center organized and carried out animal disease purification demonstration activities. Through voluntary declaration and expert evaluation, the "purification creation farm" plaque shall be issued to the farms that have the conditions, will and are being carried out to encourage them to take the initiative to participate in the purification; for the farms that have reached the specific epidemic purification standards, a plaque of "purification demonstration farm" shall be issued to affirm its effect and achievements. In the first batch of creation demonstration activities, 37 farms stood out from 280 farms in 22 provinces.

Wu Shaoqin, deputy general manager of Guangxi Nongken Yongxin Animal Husbandry Group Co., Ltd., believes that with the development of animal epidemic purification demonstration activities, the achievements of the enterprises have been recognized by state institutions, promoted the formation of enterprise reputation and brand, been recognized by downstream breeding enterprises, and enhanced public consumer confidence. Since the start of purification, the enterprise has achieved considerable benefits. at present, 250000 live pigs are produced annually, of which nearly 40, 000 live pigs are exported to Hong Kong each year, accounting for more than 85% of the live pigs supplied to Hong Kong in Guangxi. It is the largest live pig supply base in Guangxi and has become a pork supply base for the 45th World Gymnastics Championships.

The establishment of animal disease purification demonstration activities has created conditions for the establishment of market access and made the breeding industry more standardized. Through the evaluation of authoritative departments, it is concluded that the epidemic situation of aquaculture enterprises can be evaluated fairly and reasonably, and the ability of enterprises to resist market risks, legal risks and policy risks can be strengthened. it avoids the risk of spreading to the whole region or industry due to the occurrence of a certain epidemic.

Now, the epidemic control center has gradually formed the overall work idea of purification, starting with the field, combining the field with the area, from easy to difficult, layered implementation, technology promotion, comprehensive application, demonstration and promotion. At the initial stage of the implementation of the project, the epidemic Control Center organized experts to go deep into more than 20 aquaculture enterprises in 9 provinces to sum up the experiences and practices of purification work in various places to understand the difficult purification needs of aquaculture enterprises. Policy innovation and integration of multi-resources

How to maintain a good momentum and let more aquaculture enterprises join the purification team? Chen Weisheng believes that policy guidance and innovation are needed to make more enterprises determined to participate in purification. On the one hand, it should be supported financially. It is suggested to set up a national special reward fund for the purification of animal diseases, to build first and then to award instead of compensation, and to reward the farms or areas that meet the purification standards according to the number of purification diseases. the purification status of the epidemic disease is directly linked to the reward standard, and enterprises and local governments are guided to take the initiative to purify. On the other hand, based on system construction, establish a system combined with existing financial subsidies, combine epidemic disease purification with standardization construction subsidies, harmless subsidies, improved breeds subsidies, immune subsidies and other policies; establish a market access system, take the results of epidemic disease purification as a necessary condition for the operation license of livestock and poultry farms and the regional circulation of live livestock and poultry. Through system innovation, guide and promote the active purification of aquaculture enterprises. At the same time, through the establishment of a national purification expert committee and the establishment of a purification cooperation laboratory, we can mobilize resources to provide social services for purification and jointly promote purification.
