On December 29, the national working meeting on agricultural products processing industry and leisure agriculture was held in Beijing. Chen Xiaohua, vice minister of agriculture, stressed at the meeting that it is necessary to firmly establish five major development concepts, focus on improving the quality and efficiency of agriculture, increasing farmers' employment and income, and vigorously implement the transformation and upgrading of agricultural products processing industry, leisure agriculture upgrading projects, and farmers' entrepreneurship and innovation service projects, so as to provide strong industrial support for agricultural modernization and building a well-off society in an all-round way.

Chen Xiaohua pointed out that the agricultural products processing industry and leisure agriculture have made considerable progress during the 12th five-year Plan, and have become a new growth point of the agricultural and rural economy and a pillar industry of the national economy. however, it is also faced with severe challenges such as increased resource and environmental constraints, tight supply of factors, rising input costs, and extensive mode of development, so it is necessary to strengthen supply-side structural reform and use effective supply to expand effective demand.

Chen Xiaohua stressed that industrial development should adhere to the goal of increasing agricultural efficiency and increasing farmers' income, develop industries in which farmers can widely participate in and share the value-added benefits of the industrial chain and value chain, and improve the mechanism of linking the interests of enterprises and farmers that fully benefit farmers. we should adhere to the integrated development of the primary, secondary and tertiary industries in rural areas as the work path, strive to promote the close connection of agricultural production, sales and marketing, and promote the integration of the agricultural industrial chain and the promotion of the value chain. We should adhere to the work layout of the three major tasks of agricultural products processing industry, leisure agriculture, and farmers' innovation and entrepreneurship, and build a system of policy support, scientific and technological innovation, talent support, public service, and organization and management. We will promote the transformation of agricultural products processing industry from scale expansion to transformation and upgrading, from factor-driven to innovation-driven, from decentralized layout to industrial clusters, and to promote leisure agriculture to become a new pillar industry for prosperous rural areas and wealthy farmers. we will promote farmers' entrepreneurship and innovation and build support policy systems, education and training systems, incubation boosting systems and social service systems.

Chen Xiaohua pointed out that it is necessary to focus on key points, concentrate efforts, and organize the implementation of the "three major projects." We will vigorously implement the transformation and upgrading project of the agricultural products processing industry, focusing on the four things of primary processing, intensive processing, staple food processing and comprehensive utilization and processing of agricultural products, as well as policy guidance and support, scientific and technological innovation, park construction and public services. Vigorously implement the leisure agriculture promotion project, focus on cultivating the brand of leisure agriculture, exploring agricultural cultural heritage, and promoting industrial precision poverty alleviation, innovate the form of organization and management, increase the revision of the standard system, increase publicity and promotion, and strengthen infrastructure construction. We will vigorously implement the service project of entrepreneurship and innovation for farmers, focusing on the implementation and creation of policies, training leaders, and building a platform for entrepreneurship and innovation, as well as the establishment of a working mechanism, pilot demonstration, publicity and promotion, and public services.
