Important changes have taken place in the implementation of machine purchase subsidy policy

Event: in the "guidance on the implementation of subsidies for the purchase of Agricultural Machinery from 2015 to 2017" issued by the Ministry of Agriculture and Finance this year, China's machine purchase subsidy policy has made a lot of adjustments and innovations in terms of subsidy object, scope and process. For example, the object of subsidy has been expanded from "farmers, animal husbandry and fishermen, farm (forest farm) workers, farmers' cooperatives and agricultural production and management organizations engaged in agricultural machinery operations" to all individuals and organizations engaged in agricultural production; the scope of central government funds for subsidizing machinery has been reduced from 175 items in 2014 to 137 items, and the categories of subsidies are concentrated on major crops such as grain, cotton, oil and sugar. The subsidy process is simpler and more open, further simplifying procedures and reducing the number of times farmers apply for travel on the premise of ensuring the safety of funds. This year, the central government allocated 23.75 billion yuan to subsidize the purchase of machines, the same as last year.

Comments: there have been many important changes in the subsidy policy for the purchase of agricultural machinery in 2015 compared with before: the pre-conditions such as promotion catalogue have been abolished; open subsidies have been implemented for key items, and the GSP has been continuously promoted. The competent departments of agricultural machinery no longer summarize and publish the list of distributors of subsidized products, but are chosen by production enterprises on their own, all of which have created conditions to better meet the machine purchase needs of farmers and agricultural production and operation organizations. it also enables them to enjoy policy dividends more fairly. In addition, unlike the annual adjustment of the machine purchase subsidy policy in the past, this year's machine purchase subsidy policy clearly defines a period of time, that is, it will remain stable for three years. There is no doubt that machine purchase subsidy is still the most important promoting factor for China's agricultural machinery industry in the golden period of development for more than a decade, and it is still the first driving force for the agricultural machinery market to remain active.
