What attracts me most about the rural e-commerce case in Lishui is the mechanism. When I looked at the Lishui case for the first time, I remembered the rural e-commerce service organization that the outside world regarded as "four different". This organization is an organization of the government, but it is operated by enterprises, the director is the municipal party committee of Lishui, and the director is the boss of Zhejiang Weixun Company. the staff are volunteers of the Youth League Committee and staff of Weixun Company. Its operation is also included in the government's assessment, but the assessment is only limited to part of the services purchased by the government, and operators are allowed to use the government's brand to solicit jobs. According to the usual number of ways, such an institution is also strange, but it is efficient. The development of rural e-commerce absolutely does not need the government to make a personal bow, but only needs the government to repair the road, do not set up checkpoints, if you can still light the fire and refuel. Obviously, Lishui's mechanism may not be good-looking, but it definitely works. As Lin Liang, vice mayor of Lishui City, said in his book, "explore a set of pragmatic and effective rural e-commerce development mechanism", "led by the business sector, promoted by the Communist Youth League, platform support, and the combination of socialization and marketization." this is the core of the Lishui experience. When I was lecturing at Taobao University's county e-commerce county magistrate's seminar, I gave the "Lishui experience" a vivid name-- the Indus project is very effective. What the government has done is to plant a good sycamore tree and attract the Phoenix to fly.

Reviewing the practice of rural e-commerce in recent years, one of the key lessons is "new wine in old bottles". Obviously, it is a matter of the Internet era, but it often acts according to the traditional routine. when it comes to strengthening leadership, it often means setting up institutions; when it comes to stepping up efforts, it is nothing more than listing more special funds; if you attach great importance to it, that is, the number one personally supervises the battle. How exactly do you do it? But I don't know. The greatness of strategy can never replace the ingenuity of tactics. No matter how grand a plan is, there must be meticulous measures to implement it. As a result, tragic things have arisen. Most of the e-commerce offices set up in various places have added a new functional department, and most of the specific staff are also temporarily transferred. How can such a team guide and promote a local rural e-commerce? Not to mention the outdated way of specific work, some places subsidize e-commerce enterprises with a little money, even to the extent that even the "logo" designs of enterprises have to be examined and approved. when the services are seriously inadequate, they have gone so far as to be seriously offside in terms of management. Why rural e-commerce in some places "get half the result with twice the effort", the poor mechanism is the most important reason.

What I envy most about the rural e-commerce case in Lishui is the talent. If Suichang does not have Pan Dongming's return from Shanghai, if Beishan Wolf does not have Lu Zhenhong's lead, and if Lishui rural e-commerce service center does not have a group of people like Wang Junlong, it seems doubtful whether Lishui rural e-commerce can still be as prosperous as it is today. If we look at the practice of rural e-commerce throughout the country, there will be a leading figure behind every successful case of rural e-commerce. If it were not for the return of Sun Han and other "three swordsmen" in Shaji, Jiangsu Province, the classic case of Taobao Village that "made something out of nothing"; if Liu Wengao had not actively promoted the Qingyan Liu Village in Yiwu; if Wang Xiaobang, Zhao Hailing, du Qianli and others had not returned to the mountains to develop e-commerce for agricultural products, our rural e-commerce situation would be unthinkable today. Of course, it can be said that the times make heroes, but we have to say that only those who get heroes can write about romance.

Therefore, looking back at today's rural e-commerce development, the key to the development of rural e-commerce in a place depends on the return of one or two leading figures. As the saying goes, a thousand troops are easy to get, but one will be hard to find. In many places, the dilemma of rural e-commerce is actually the plight of talents. Leaders do not understand, departments do not know, and there are no people who can do it. How can it rise? It is not that some places do not attach importance to talents, but behind being emotional and reasonable, what is more important is whether there is a soil for the growth of talents, otherwise no matter how good the saplings can grow into towering trees. Moreover, we must also see that in the current cases, almost all the talents are local, so the idea of completely improving the situation of rural e-commerce by introducing a few talents like attracting investment and investment should also be cautious. it may also lead to the negative effect of "attracting son-in-law to death". Rural Taobao timely upgrade to version 2.0, a core concept is the return of rural talents.

What makes me feel most about the rural e-commerce case in Lishui is thinking. In the spring of 2015, "Internet +" once became a hot concept. For a time, it became a big basket and wanted to put everything in it. At this time, Jin Jianhang, president of Alibaba, delivered a speech in time, making it clear that the Internet can add anything, but not traditional thinking. Why are you also doing rural e-commerce, the actual results are quite different? There are objective reasons, but there are more subjective reasons, the way of thinking is an important factor. Lishui rural e-commerce has come to this day, the innovation of development thinking is absolutely commendable. It is precisely because of innovative thinking that it is possible to put forward the slogan of "e-commerce for the market", and some places are still worried about the impact of e-commerce on the real economy; it is precisely because of innovative thinking that new mechanisms and new models may emerge, while some places are still waiting to board new ships with old tickets.

Now, in order to promote e-commerce, a number of e-commerce secretaries and county magistrates have emerged in some places, which is a good thing, but it must not become the new normal. In essence, e-commerce is still the main body of the market, and the government's shouting can only be a special state in the early stages of development. just like plum blossoms in the solitude of a hundred flowers, one flower blossoms first, attracting a hundred flowers to blossom; and once the flowers bloom, the government needs to "she is laughing in it." Judging from the current situation, it is precisely in the coastal areas of Jiangsu and Zhejiang where e-commerce is developed, the frequency of e-commerce county magistrates is lower, corresponding to it is precisely in the areas where the development of e-commerce is backward. Therefore, when I talk about the top-level design of county e-commerce, I also think that the top-level design is definitely not to show the wisdom of the county magistrate, but from the needs of the development of e-commerce.

As a result, I do not think of a very hot word recently-supply-side reform. What is supply-side reform? In a word, the government can no longer blindly make efforts to stimulate demand as it did in the past, but should reflect on the problem of insufficient effective supply, generate new demand with new supply, and neither be an all-embracing "Keynesian". Nor do liberals who allow market competition to make efforts in institutional innovation, improving infrastructure, and unleashing the vitality of talents. So the development cases of rural e-commerce in recent years precisely confirm the concept of supply-side reform? Through the government's "building fishing grounds", so that platforms, talents, enterprises and other forces in the vast space of rural e-commerce, "leaping with fish, allowing birds to fly", isn't this an ideal state?
