In 2016, we will put supply-side structural reform in a more prominent position and strive to do a good job in "subtraction", "division" and "addition" and "multiplication". To do a good job in "subtraction" and "division" is to reduce administrative intervention in normal economic activities and lighten the burden on enterprises. No matter what the reform is, it is inseparable from the development of the real economy. Promoting supply-side structural reform is not only a major innovation to adapt to and lead the new normal of economic development, but also an inevitable requirement to adapt to the new normal of China's economic development. In connection with the reality of the economic development of our city, I feel that to understand the supply-side structural reform, we must comprehensively grasp the "five policy pillars" of macro policy, industrial policy, micro policy, reform policy and social policy, and on the basis of the "five major tasks" of eliminating production capacity, removing inventory, deleveraging, reducing costs and making up for deficiencies, pay attention to activating the "four elements" on the supply side. Pay close attention to the four main lines of labor, capital, innovation and government to promote supply-side structural reform.
First, efforts should be made to optimize the allocation of labor force. Based on the industrial characteristics and advantages of Yingtan, efforts should be made to speed up the development of modern service industries focusing on tourism and logistics, and guide more labor force to flow to tourism, logistics and modern agriculture. We will actively seize the opportunity of the national comprehensive pilot project of new urbanization, promote the construction of "global Yingtan", deepen the reform of the household registration system, guide the orderly transfer of surplus rural labor to the cities, strengthen vocational education and training, and improve the quality of workers.
The second is to optimize the allocation of land and capital. We will consolidate the achievements of rural land registration, further improve the information management platform for shared land contracting at the city, county and township levels, and promote rural land circulation. We will strengthen investment in infrastructure, promote the opening of some urban construction projects and public services to social capital, and improve the efficiency of capital use. We will increase investment in people, especially in poor areas and people, so as to enhance the well-being of the masses in an all-round way.
The third is to improve total factor productivity. We will properly implement our city's "40 articles on steady growth" and "36 articles on Entrepreneurship and Innovation", and promote mass entrepreneurship and innovation. We will strengthen the combination of industry, university and research, enhance the innovation capability of the copper industry, speed up the elimination of backward production capacity of copper enterprises, and resolve overcapacity in the copper industry. Fourth, the government itself should implement supply-side reform. We will promote the reform of the comprehensive administrative law enforcement system and the reform of expanding powers and strengthening towns, so as to relax the constraints for economic development. These complicated "triangular debts" bring great difficulties to enterprise merger and reorganization and bankruptcy liquidation, and if they are not handled properly, it will also cause a chain reaction. The second is the risk of stability. Most of the industries with overcapacity are labor-intensive industries with a large number of employees. The elimination of backward production capacity and the elimination of zombie enterprises all involve the relocation of a large number of workers, which can easily lead to unstable factors within the enterprise and society. The third is financial risk. In the short term, capacity loss will bring difficulties to local economic growth and fiscal revenue. Fourth, the risk of development. If the macro-control hand intervenes improperly, it will also "kill" good enterprises by mistake. For example, our city's non-ferrous metal processing industry belongs to structural surplus, that is, "low-end surplus, high-end shortage". There are also good enterprises with strong product market demand in this kind of surplus industry. if we use the method of "loan restriction" and "grain shortage" across the board to promote the resolution of overcapacity, it will affect the transformation and upgrading of the industry. Although it is not easy to eliminate excess capacity, we believe that as long as we have patience and determination, we can certainly speed up the process of eliminating capacity.
