On July 15-16, in order to further promote the action of preventing and controlling pests and harvesting autumn grain, the National Agricultural Technology Center held a conference on the occurrence trend of pests and diseases in the second half of 2014 and a site meeting for the construction of national standardized regional stations for pest and disease forecasting in Tongliao City, Inner Mongolia Autonomous Region. According to the expert consultation analysis, it is expected that major diseases and insect pests of autumn grain crops will occur more frequently this year, threatening the bumper harvest of autumn grain. The occurrence of diseases and insect pests in the second half of the year has the following characteristics: First, the occurrence degree of diseases and insect pests is heavier than that of the previous year, with an occurrence area of about 2.3 billion mu, an increase of 5% compared with the same period last year. Second, there are many kinds of recurrent pests. Rice planthopper, rice leaf roller and corn borer will occur heavily in most of the frequent occurrence areas, and occur seriously in some parts; high density spots of East Asian migratory locust will appear in key locust areas such as Bohai Bay and Yellow River beach area, and local migration of locust from grassland to farmland will occur in Inner Mongolia and Xinjiang pastoral ecotone areas. Third, the epidemic risk of epidemic diseases is high. Rice blast will be prevalent in northeast and southwest rice areas, corn big leaf spot in northeast corn main producing areas, potato late blight in north autumn potato main producing areas, and the risk of disaster is relatively high.

In order to do a good job in the monitoring and early warning of major diseases and insect pests in the second half of the year, the meeting emphasized: First, we should strengthen the sense of responsibility for monitoring and early warning of major diseases and insect pests. Through strengthening investigation and monitoring, we will ensure timely and accurate monitoring and early warning of major pests and diseases, and provide high-quality services for prevention and control work. Second, it is necessary to further promote the establishment of standard regional stations. By constantly strengthening and improving the hardware environment, improve the equipment matching level, improve the test detection ability and monitoring level. Third, we must keep pace with the times and innovate. Through integration and demonstration of modern pest monitoring and early warning technology, improvement of technical specifications for major pest monitoring, improvement of pest monitoring information submission management system and strengthening of scientific and technological innovation research, the promotion and application of modern technology and equipment in pest monitoring and early warning work will be accelerated, and the automation and informatization of major pest monitoring and early warning will be comprehensively improved.

Hang Dapeng Secretary of National Agricultural Technology Center, Zhong Tianrun Deputy Director, Chen Youquan Deputy Inspector of Crop Production Management Department of Ministry of Agriculture, Jia Yuefeng Deputy Director of Agriculture and Animal Husbandry Department of Inner Mongolia Autonomous Region attended the meeting and delivered speeches. Station masters and forecasting technicians from plant protection stations of 31 provinces, municipalities, autonomous regions and Xinjiang Production and Construction Corps, as well as plant protection institute of Chinese Academy of Agricultural Sciences, Nanjing Agricultural University and National Meteorological Center Nearly 100 experts from other units attended the meeting.
