In Shanxi, Xiaojiazhuang supply and marketing cooperatives in Fenyang City, taking the "new network project" as an opportunity, invested nearly 20 million yuan to build a 10, 000-square-meter agricultural market, more than 3000 square meters of daily necessities distribution center, and 20 standardized village-level convenience stores, realizing the full coverage of the rural network.

Docking agricultural demand to connect "small production" and "big market"

Wenshang County, Shandong Province, which is located in the southwest plain of Shandong Province, has 940000 mu of arable land, which is a well-known agricultural county and grain-producing county, but in recent years, many local farmers have encountered the problem of "not paying attention to farming and delaying working to earn money."

To this end, on the basis of the household contract responsibility system, supply and marketing cooperatives in Wenshang County provide farmers with social services in the whole process of ploughing, planting, management, collection and sale, as well as scientific and technological services such as improved varieties and methods, water-saving irrigation, and so on. At present, the trusteeship service of the county's supply and marketing cooperatives covers 134villages with a service area of 150000 mu, accumulating more than 60 million yuan for farmers to save money and increase their income.

The exploration of supply and marketing cooperatives in Wenshang County is the epitome of the implementation of the "socialized service project to benefit farmers" in the national supply and marketing cooperative system.

Giving full play to the advantages of "upper production base and lower consumer terminal", the supply and marketing cooperative system innovates the way of agricultural service, and carries out "nanny" and "menu" service by means of "land ploughing and trusteeship". To provide prenatal, mid-production and post-natal services for the broad masses of farmers and new agricultural operators, and to connect the small-scale production of thousands of households with the ever-changing big market. While effectively solving the problems of idle cultivated land and extensive management, we should improve the economies of scale of agriculture.

In addition, in view of the difficulties in loans and financing for farmers, supply and marketing cooperatives in Zhejiang and other places have also solved the persistent problem of "financial anemia" in rural areas through credit cooperation such as mutual aid societies for development funds.

Expand diversified operation and open up the "last kilometer" of urban and rural residents' service.

Serving farmers is the starting point and foothold of deepening the reform of supply and marketing cooperatives.

In the face of the new situation of accelerated development of new urbanization, the supply and marketing cooperative system gives full play to the advantages of taking root at the grass-roots level, gathers all kinds of social resources, and vigorously develops comprehensive services for rural communities.

By the end of June this year, the supply and marketing cooperative system had developed more than 320000 agricultural and rural integrated service cooperatives (centers), covering more than 50 per cent of the country's administrative villages.

It is understood that at present, each integrated service agency has convenience shops for agricultural materials and consumer goods, and most of them also have "crop hospitals", acquisition of agricultural and sideline products, recycling of renewable resources, libraries, activity centers for the elderly, bathing and catering, and other business projects, and some also have legal advice, government affairs, policing and other public welfare services.

Wang Xia said that in 2014, the supply and marketing cooperative system will develop 25000 new integrated service cooperatives. while consolidating and upgrading traditional business, it will take the initiative to undertake services from relevant agriculture-related departments at the grass-roots level, promote all kinds of public services to enter villages and households, and promote the equalization of basic public services in urban and rural areas.
