According to the Urban Blue Book, at present, the per capita public cost of citizenization of agricultural migrant population in the eastern, central and western regions of China is 176000 yuan, 104000 yuan and 106000 yuan respectively, with a national average of 131000 yuan per person.

At present, China's urbanization is in a stage of rapid progress, and the Urban Blue Book predicts that the urbanization rate will reach about 68% by 2030. There are about 300 million people in China by 2020 and about 390 million agricultural migrants need to be citizenized before 2030. To solve the problem of citizenization of 390 million farmers, the government needs to spend about 51.1 trillion yuan on public costs.

The citizenization public cost of agricultural transferred population refers to the increased financial investment needed by the government in urban infrastructure construction, maintenance and public services in order to accommodate the new citizenized population. it mainly includes investment in urban construction and maintenance, public service management, social security, compulsory education for migrant children, indemnificatory housing and so on.

In addition, the average personal living cost borne by the agricultural transfer population in the process of citizenization is 18000 yuan per person per year. The vast majority of migrant workers also have to pay an average purchase cost of about 300000 yuan per household. Except for a small number of citizens who have been included in the low-rent housing and public rental housing system, the national average is 101000 yuan per person at comfortable housing's price.
