The stable development of early rice production this year is mainly due to the implementation of policies, scientific and technological services, and pest prevention and control.

First, the policy signal is strong. This year, the state announced and raised the minimum purchase price for early rice by 0.03 yuan per jin. The central government has allocated 400 million yuan from the funds for the development of modern agriculture to subsidize the centralized raising of rice seedlings. Various localities have increased policy publicity and guidance, promoted "single to double" in line with local conditions, and worked hard to stabilize the planting area of early rice.

Second, science and technology services are in place. Various localities will carry out in-depth efforts to create high-yield grain production and tackle key problems in increasing grain production, popularize high-quality rice, super rice and other varieties, especially actively promote centralized seedling raising, cultivate strong seedlings, have good seedling quality, turn green quickly after planting, have more tillers, and have sufficient early rice populations. According to incomplete statistics, this year, the area of concentrated cultivation of early rice seedlings nationwide is 25 million mu, an increase of more than 7 million mu, and that of mechanized transplanting of early rice is about 20 million mu, an increase of more than 7 million mu.

Third, the prevention and control of diseases and pests are effective. Since May, there has been frequent heavy precipitation in early rice producing areas, which is conducive to the occurrence of diseases and insect pests. All localities have strengthened the monitoring and early warning of diseases and pests, carried out emergency prevention and control in a timely manner, and vigorously promoted unified prevention and control and joint prevention and control, which effectively curbed the outbreak of diseases and pests and realized the "seizure of grain by insects." According to statistics, early rice diseases and insect pests were controlled a total of 350 million mu this year, accounting for 113% of the occurrence area.

In addition, the meteorological conditions in the growth period of early rice this year were generally normal, the light and temperature conditions were better in transplanting and tillering stage, and the light, temperature and water matching was better in most of the booting and filling stages. According to the analysis of experts, there are no large-scale rotten seeds and rotten seedlings, "rain hitting grain flowers" and late high temperature forcing ripening in the main early rice producing areas this year, which is conducive to the formation of yield.

The increase in summer grain production has become a foregone conclusion, early rice is about to have a bumper harvest, and autumn grain production accounts for most of the year's grain production. At present, it is the critical period of "seven under eight" flood control and drought relief, and it is also an important stage for the growth and development of autumn grain. The agricultural sector will unswervingly stabilize the goal of increasing grain income, base itself on disaster resistance and win a bumper harvest, solidly carry out the "action of strengthening scientific service, disaster resistance and harvest of autumn grain", intensify efforts, strengthen measures, and go all out to win a bumper harvest of autumn grain.

First, make every effort to do a good job of harvesting and planting. Pay close attention to the disastrous weather such as drought, flood, high temperature, early frost in the northeast and cold dew wind in the south, issue early warning information in a timely manner, and according to the degree of disaster in different regions and the growth and development process of different crops, organize experts to formulate scientific and technological disaster resistance technical plans for sub-regions, sub-disaster species and sub-crops, implement scientific anti-disaster measures, and effectively reduce the impact and losses of disasters.

Third, make every effort to do a good job in the prevention and control of diseases and pests. We will organize and carry out the "campaign to prevent diseases and pests and seize a bumper harvest of autumn grain", focus on the prevention and control of rice pests, strengthen monitoring and early warning, vigorously carry out unified prevention and control, and resolutely curb the outbreak of diseases and insect pests.

Fourth, make every effort to do a good job of guidance services. We will continue to organize experts and agricultural technicians to go deep into the fields to guide farmers to implement field management measures due to soil moisture, so as to promote the normal growth and development of crops. We should do a solid job in creating high grain production and tackling key problems in the model of increasing grain production, take the lead in implementing key technologies for disaster prevention and production, strengthen demonstration drive, and promote balanced production in a large area.
