Promote the Northeast to be in the forefront of national agricultural modernization

On July 31st, Li Keqiang, member of the standing Committee of the political Bureau of the CPC Central Committee and premier of the State Council, presided over a working meeting of the State Council on revitalizing the Northeast and other old industrial bases to analyze the new situation and problems facing the Northeast economy and study the relevant work to promote the development of the Northeast.

Li Keqiang said: the Northeast is the cradle of New China's industry and has made outstanding contributions to the country's industrialization. Since the implementation of the revitalization strategy of the northeast and other old industrial bases for more than a decade, the economy of the northeast has reached a new level, social undertakings have developed vigorously, and people's livelihood has been significantly improved. However, it is also facing new challenges. Since last year, economic growth has continued to slow down, production and operation difficulties in some industries, and some deep-seated institutional mechanisms and structural contradictions have been highlighted. General Secretary Xi Jinping and other central leaders are very concerned about the development and revitalization of the Northeast. In accordance with the decisions and arrangements of the CPC Central Committee and the State Council, we should cheer up, face up to difficulties, and take effective measures to promote stable economic growth in the Northeast.

Li Keqiang stressed that development is the top priority. The northeast has strong supporting capacity of resources, industries and talents, and has great space and potential for development. Efforts should be made to promote scientific development, to deepen reform and stimulate vitality, to expand opening up and increase power, to enhance competitiveness driven by innovation, to improve people's livelihood and unleash their potential, and to rely on endogenous development to promote the northeast economy to the medium-to-high-end level in improving quality and efficiency.

Li Keqiang pointed out: at present, we should concentrate our efforts on several major issues that can achieve more than one stone and strive to solve the difficult problems in the development of the Northeast. We should pay more attention to deepening reform and doing a good job in targeted regulation and control. First, we will further promote streamlining administration and delegating powers to stimulate market vitality, provide a fair market environment for business operation, innovation and entrepreneurship, accelerate the development of small and micro enterprises and the private economy, and set up private banks on a pilot basis. We will support early and pilot efforts in the reform of state-owned enterprises, step up efforts to solve the problems left over by history, and promote the transformation of resource-based cities. The second is to strengthen the protection of people's livelihood and increase the effective supply of public goods. Improve and implement the social security system. We will strengthen the construction of major infrastructure facilities such as transportation, water conservancy and railway transformation, and speed up the transformation of shantytowns, old urban industrial areas, and independent industrial and mining areas. Innovate the ways of investment and financing to attract social capital investment. Third, pay close attention to the mode of transformation, adjust the structure, and strengthen the real economy. Efforts will be made to enhance the R & D and supporting capabilities of enterprises, extend the industrial chain, and speed up the development of emerging industries. We will promote productive and living services to go hand in hand and speed up to make up for the "deficiency".

Li Keqiang said: to promote the economic development of the Northeast, we should pay attention to giving full play to its own advantages. First, it is necessary to strengthen the equipment manufacturing industry, seize the opportunity for the construction of major projects such as high-speed rail, nuclear power, and UHV, promote technological and product innovation, and promote "northeast equipment" to the world. Second, it is necessary to promote the Northeast to be in the forefront of agricultural modernization in the country. We will promote the experiment of comprehensive reform of modern agriculture, develop appropriate scale operation on the basis of respecting the wishes of farmers, support the deep processing of agricultural products, speed up the construction of grain warehousing, implement deep loosening land preparation and black land protection projects, and improve the ecological environment. Third, it is necessary to strengthen the construction of an open platform for Northeast Asia, promote connectivity, and open up with coastal economic belts and border ports.
