I was elected captain of Huayuan Village in Dongyang City, Zhejiang Province in 1979, the Party Branch Secretary of the Village in 1986, and now the Party Committee Secretary of Huayuan Village. To sum up, I have been working as a village secretary for 29 years. Over the years, I have set up enterprises while building a new countryside. When it comes to how to be a good leader and how to lead the villagers to become rich together, it is really a deep feeling. The most important experience, I have the following points:

The secretary of the rural branch should study, understand and grasp the economy.

The work in rural areas is down-to-earth and there is no speculation. There are thousands of difficulties, but the key difficulty lies in economic backwardness. If the village is poor and the people are poor, everything is a difficult problem. If the village is rich and the people are rich, things will be easy to do. Therefore, the secretary of the rural party branch must have economic sense and always regard economic development as the top priority. In recent years, our Garden Village has persisted in taking economic construction as the center, becoming bigger and stronger bit by bit. up to now, biomedicine, basic materials, building real estate, packaging color printing, mahogany furniture, film and television culture, tourism, commerce, electronic equipment, education and medical care, ham food and other industries have grown one by one. At present, Huayuan Village has 1539 private enterprises. It should be said that every family has a career, every household is starting a business, and everyone is getting rich. It has also attracted businessmen from all over the country to do business in Huayuan Village. It can be said that Garden Village has become a big platform for entrepreneurship and innovation.

The secretary of the rural branch must be fair, open and fair.

Being a secretary of a rural branch means dedication in itself. In the course of the development of Garden Village, I personally felt this. The secretary of the rural branch is not a civil servant and does not have much authority. It is impossible to lead the villagers of the whole village to unswervingly implement the party's line, principles, and policies and make every effort to build a new countryside. It is precisely because of the dedication of village cadres that our cadres in Garden Village have not been paid or paid these years. Since 2004, four villages have been relocated, three villages have been demolished and built, and three old villages have been rebuilt. The village demolished and built more than 1700 peasant households, demolished more than 5000 houses, covering an area of more than 520000 square meters, and arranged for more than 4000 houses to be built. To be able to do these things and gnaw off these "hard bones" not only requires branch secretaries to have perseverance, endure hardships, and stress dedication, but also work fairly, impartially, and openly, listen to critical opinions, and be able to rely on villagers and arouse their enthusiasm. In addition, we should also talk about democracy and the law, and no matter what we do, especially those related to the immediate interests of the villagers and the exercise of their rights, we must ensure that the villagers truly enjoy their democratic rights.

The secretary of the rural branch should educate and guide the villagers to renew their ideas.

Party members and cadres should not only be good at getting rich, but more importantly, they should guide and lead the masses to emancipate their minds, renew their ideas, get rich together, and lead a well-off life. Leading the masses to get rich is not only to provide the masses with information, build platforms, and broaden ways, but also to make good use of the situation and guide the masses' thoughts and energy to the development of the economy. guide to the construction of a new countryside, guide to the atmosphere of business. It is the acceleration of the construction of the new countryside that our Garden Village has formed a good atmosphere of entrepreneurship and innovation for the whole people, and all the villagers devote their energies to the economic and social development of the village.

Over the years, contradictions and disputes in Huayuan Village have not come out of the village, and villagers have made zero petitions. It has become the conscious action of the villagers in the garden to find village cadres when there is something to do and to find village cadres in case of contradictions. In my opinion, the affairs of the villagers should be solved by the village cadres, and the village cadres should shoulder the responsibility of serving the villagers and resolving their difficulties and contradictions, and regard the villagers' difficulties as their own difficulties and their contradictions as their own contradictions.

Only in this way can village cadres be forced to improve their ability to solve problems and resolve contradictions. This is not only an important work in the construction of the new countryside, but also a test of whether the village cadres are sincere in serving the people. Only by helping the villagers solve the problem well can the masses lay down their burdens, be happy physically and mentally, and actively participate in the construction of the new countryside.

The secretary of the rural branch should ensure that the villagers get benefits and material benefits.

After so many years of development, Huayuan Village has complete infrastructure and sound welfare. The garden villagers enjoy what the city residents enjoy, and the garden villagers enjoy what the city residents do not enjoy. The village bears all the three insurance benefits, including land-lost farmers' old-age insurance, NCMS medical insurance, and old-age insurance for urban and rural residents, as well as television viewing fees, one-way and two-way installation of digital TV, and monthly telephone rental fees. in addition, there are more than 10 labor insurance benefits such as scholarship system and special poverty subsidies.

For harmony in rural areas and prosperity for farmers, we should, first, rely on the party's policies and the support of party committees and governments at all levels, and second, rely on branch secretaries to lead villagers to get rich while doing a good job of harmony. According to Sun Yat-sen's "the world is shared by the people", Mao Zedong's "serving the people wholeheartedly" and Deng Xiaoping's "development is the last word", combined with the reality of Huayuan Village, we propose that village cadres should take the lead in establishing the ideology of "serving the garden as the public", "serving the garden wholeheartedly" and "garden development is the last word", and further promote the principle of "dedication, justice, fairness and openness".

In other words, the construction of a new countryside is a long-term and systematic project, which requires a hard generation, and even needs to sacrifice some personal interests. As a leader in rural areas, we need to pay more. As far as I am concerned, for many years, I have always regarded the construction of a new countryside as my pursuit and led the villagers to achieve common prosperity as my lifelong wish.
