In view of the current situation that the phenomenon of counterfeiting and selling counterfeit products in the circulation field of Chinese medicinal materials has been banned repeatedly, and the organizational modernization level of the circulation of traditional Chinese medicinal materials is relatively low, with the support of the central government, the Ministry of Commerce has made use of information technology means to electronize the system of asking for certificates and tickets and purchasing and selling accounts, so as to form a traceability system of traditional Chinese medicine circulation with "source knowable, traceable quality and accountability".

In October 2012, the notice of the General Office of the Ministry of Commerce on carrying out the pilot construction of the traceability system for the circulation of traditional Chinese medicinal materials was issued, which decided to apply modern information technology and Internet of things technology to the packaging of traditional Chinese medicine products in Baoding City, Hebei Province, Bozhou City, Anhui Province, Chengdu City, Sichuan Province and Yulin City, Guangxi Zhuang Autonomous region. Carry out electronic registration of the relevant information about the origin, production and processing, market circulation and pharmacy use of traditional Chinese medicine, and carry out a pilot project to build a traceability system for the circulation of traditional Chinese medicine.

At present, positive progress has been made in the construction of the traceability system for the circulation of traditional Chinese medicine in these four cities, the system and standard system has been initially established, and the central traceability management platform and unified software development and construction have been completed. The four pilot cities plan to cover 8530 operators inside and outside the traditional Chinese medicine market, 35 planting bases, 195 traditional Chinese medicine enterprises, 338 enterprises producing and managing traditional Chinese medicine slices, 20 large hospitals and 23 pharmacies. At present, it has entered the stage of implementation.

In 2013, with the support of the central government, the Ministry of Commerce selected seven provinces of Gansu, Yunnan, Jilin, Hunan, Henan, Jiangxi and Guangdong to continue this work, and plans to achieve the goal of covering the whole country by the end of 2016.

In order to make the traceability system play its due role, in October 2013, eight departments, including the Ministry of Commerce and the State Administration of Food and Drug Administration, issued the Circular on further strengthening the Management of traditional Chinese Medicinal Materials, clearly proposing the construction of a traceability system for the circulation of traditional Chinese medicinal materials, encouraging and guiding the manufacturers of traditional Chinese medicine slices and proprietary Chinese medicines to gradually use traceable Chinese medicinal materials as raw materials, and requiring all regions to give full play to their subjective initiative. Gradually form a traceable reverse constraint mechanism. The publication of the document provides policy support for the gradual establishment of a retroactive mechanism for the circulation of traditional Chinese medicine.
