On the afternoon of August 6, Minister of Agriculture Han Changfu presided over a special meeting to convey the spirit of the central leading comrades' important instructions and instructions on doing a good job in drought relief work and the spirit of the special meeting of the State Flood Control and drought Relief headquarters, and to study and further implement the opinions. The meeting stressed that it is necessary to conscientiously implement the instructions of the central leadership and the spirit of the national general meeting of prevention and control, unswervingly do a good job in agricultural drought relief, unswervingly adhere to the goal of resisting disasters and winning a bumper harvest, and earnestly implement various disaster relief measures. we will strive to reduce production in heavy drought areas, not in light drought areas, and increase production in non-drought areas, and go all out to win a bumper harvest of autumn grain.

The meeting pointed out that the central leadership has made important instructions on the current drought relief work, and the special meeting of the State General Administration of drought Prevention has put forward a clear demand that the agricultural sector should conscientiously implement it, fully understand the seriousness and possible persistence of the current drought, further do a good job in all agricultural drought relief work, and persist in ensuring that the drought situation is not lifted and the drought resistance does not stop for a day. In view of the current drought, the Ministry of Agriculture has sent 11 working groups and expert groups to carry out work supervision and technical guidance in the hardest-hit areas to promote the implementation of various disaster prevention and mitigation measures, and the work of agricultural drought relief has been carried out smoothly.

The meeting stressed that the current drought in some areas is too serious, and it is necessary to increase support for key dry areas. We will continue to send six agricultural drought relief work guidance groups led by cadres at the department and bureau level to organize experts to formulate technical guidance opinions to guide all localities to fight drought scientifically and strive to reduce disaster losses. We will implement the policy of financial support and subsidies as soon as possible and do a good job in the follow-up work of agricultural disaster relief. We should not only do a good job in the current drought relief work, but also be based on long-term, comprehensive measures, conscientiously grasp agricultural water-saving technology, develop dry agriculture through various ways, and reduce the impact of drought on agriculture.

The meeting stressed that at present, while making efforts to fight drought, we should focus on four aspects: first, pay attention to autumn moisture and winter wheat sowing in key arid areas, carefully organize and arrange in advance to ensure the smooth progress of autumn and winter planting; second, pay attention to the rise of planting costs and the decline of farmers' income in arid areas, strengthen market monitoring and give timely support; third, pay attention to overwintering forage grass in animal husbandry and increase crop straw collection and storage. Fourth, we should pay attention to the problem of promoting early maturity of crops such as northern japonica rice, southern late rice and northern Heilongjiang corn, so as to promote normal growth and development and ensure safe maturity.

The meeting demanded that it is necessary to do a good job in guiding public opinion, vigorously publicize effective measures for long-term integration and comprehensive policies of agricultural departments in various localities, as well as good practices and experiences in fighting drought, and strive to create a good atmosphere for fighting drought and winning a bumper harvest.
