Circular economy should follow the principles of reduction, reuse and resource utilization, eat and squeeze everything, make the best use of everything, turn waste into treasure and harm into profit, change the traditional linear growth mode of "resource-product-waste" of mass exploitation, mass production and mass emission, extend the industrial chain according to the relationships of "upstream waste becomes downstream raw material","process coupling" and "resource sharing", upgrade the value chain, and shift from paying attention to exchange value to paying attention to use value. Form an intensive growth model of "resource-product-waste-renewable resources".

Fourth, form a long-term mechanism for green urbanization and strengthen urban environmental management. The government should create a social atmosphere in which everyone abides by the law and consciously controls pollution and protects the environment. A livable urban environment requires the awakening and action of residents, starting from things around them, such as picking up "vegetable baskets" and recycling packaging materials, and actively participating in public welfare activities, such as garbage classification, public health care, afforestation, etc. In the historical process of moving towards the "two centuries" and realizing the great rejuvenation of the Chinese nation, the "Chinese Dream" will realize the environmental goal of blue sky and green water, and enter a new era of ecological civilization as soon as possible.
