Ministry of Agriculture: do a good job in agricultural science to fight drought and seize a bumper harvest of autumn grain

Since July, the drought in the north of the Yangtze River has been developing continuously. The leading comrades of the CPC Central Committee have issued a series of important instructions on the current drought relief work, calling for all-out efforts to do a good job in the current drought relief work and strive to fight drought and ensure a bumper harvest. On 7 August, the Ministry of Agriculture issued an emergency circular demanding that we conscientiously implement the important instructions of the leading comrades of the CPC Central Committee and the spirit of the meeting of the State Council, unremittingly do a good job in agricultural scientific drought relief work, and take further effective measures to strive for a bumper harvest of autumn grain. Notification requirements:

First, attach great importance to the current drought relief work. In the face of the relatively serious drought in some areas of the north, various localities responded effectively and effectively in a timely manner, and the drought resistance of agriculture has achieved phased results. It is expected that there will be less rainfall in most of the arid areas in early August, and the drought will continue to develop. At present, it is a critical period for the formation of autumn grain crop yields. Agricultural departments at all levels should conscientiously implement the spirit of the important instructions of the central leadership, earnestly unify their thoughts and actions with the decisions and arrangements of the central authorities, fully understand the seriousness and possible persistence of the current drought, and further enhance the sense of responsibility and urgency to do a good job in agricultural drought relief work. We should unremittingly do a good job in agricultural drought relief and try our best to win a good harvest of autumn grain.

Second, we will not waver in the goal of fighting drought and winning a bumper harvest. Since the emergence of the drought, the central government has increased its guidance and support to the arid areas, and the party committee and government in the arid areas have taken various measures to fight the drought, promote a bumper harvest of autumn grain, ensure the people's daily water, and have achieved fruitful results in fighting the drought. Generally speaking, the current drought in the country is generally lighter than that in normal years, which is mainly serious in the region, which has a great impact on the yield of autumn grain in heavily arid areas, but it will not have an overall impact. All localities should unswervingly adhere to the goal of fighting drought and winning a bumper harvest, strengthen guidance, persist in fighting drought, fight drought scientifically, earnestly implement various disaster relief measures, and strive to reduce production in heavy drought areas, not in light drought areas, and increase production in non-drought areas.

Third, unremittingly promote agricultural science to fight drought. Strengthen communication with meteorological and water conservancy departments and pay close attention to the development of drought. We will do a good job in "strengthening scientific services, fighting disasters and seizing a bumper harvest of autumn grain", and organize experts to formulate and improve technical guidance on drought relief. On August 7, the Ministry of Agriculture again sent six working groups and expert groups led by department and bureau cadres to Henan, Shaanxi, Hebei, Hubei, Liaoning, Heilongjiang and other provinces to guide scientific drought relief and autumn grain production. The arid areas should continue to organize government cadres and agro-technical personnel to go deep into the drought-stricken areas, carry out work supervision and technical services, and take care of the worst-hit areas, carry out special guidance and responsibility, and guide farmers to implement scientific anti-drought measures due to soil moisture and seedlings. We should do a good job in the adjustment and transportation of relief materials for agricultural production, such as seeds, fertilizers and diesel oil, and guide affected farmers to plant crops in a short growth period in time, so as to effectively reduce the losses caused by drought.

Fourth, make preparations for drought relief in autumn and winter as soon as possible. Pay close attention to the drought and soil moisture in heavy drought areas and surrounding areas, organize experts to study and formulate targeted technical routes for autumn and winter planting, adjust and transport drought-tolerant wheat varieties as soon as possible, vigorously carry out deep loosening and deep ploughing of soil in winter wheat areas, and promote drought resistance and protect autumn and winter varieties. Do a good job in the reserve of overwintering forage grass for animal husbandry in the arid area of northwest China ahead of time, and increase the intensity of straw collection and storage. Strengthen market monitoring, analyze the impact of drought on the rise of agricultural production costs and the decline of farmers' income, and put forward policies and measures to stabilize grain income and increase farmers' income.
