Buildings and structures on rural houses and other collective construction land will be included in the scope of work of registration and certification of the right to the use of residential land and collective construction land, so as to achieve unified investigation, unified registration and unified certification. The "Circular" points out that all localities should take registration and certification as the main line, adopt practical investigation methods, bring buildings and structures on agricultural houses and other collective construction land into the scope of their work, establish and improve a unified registration system for real estate, and strive to complete the registration and certification of the right to the use of rural residential land and collective construction land as soon as possible.

The relevant person in charge of the Ministry of Land and Resources said that to speed up the registration and issuance of rural premises, it is necessary to adjust measures to local conditions and refine the policy. Taking into account the differences in local conditions, in order to avoid an across-the-board policy, Tongzhi clearly requires localities to further refine and improve relevant policies and technical standards on the basis of the existing relevant documents on registration and certification, and in view of the actual problems in the province. Rural illegal homestead and collective construction land must be approved according to law before registration and certification can be carried out.
