Achievements in the development of agricultural and rural economy in the first half of the year

Since the beginning of this year, agricultural departments at all levels have carried out in-depth activities of the "year of Supervision over the quality and Safety of Agricultural products", conscientiously implemented the eight measures taken by the Ministry of Agriculture to strengthen the supervision of the quality and safety of agricultural products, and persisted in strict law enforcement and supervision and promoting standardized production. Phased progress and results have been achieved. There were no major quality and safety incidents of agricultural products in the first half of the year, and the qualified rates of routine monitoring of vegetables, livestock and poultry and aquatic products reached 95.9%, 99.4% and 93.1% respectively, maintaining a high level.

Special rectification has been carried out in depth. Under the guidance of solving outstanding problems, seven special governance actions were launched. In the first half of the year, agricultural departments across the country inspected 1.4 million production and operation units, investigated and dealt with 23000 problems, and transferred 84 cases to judicial organs. More than 1300 tons of fake and shoddy agricultural materials were seized, 280 million yuan in direct economic losses were recovered for farmers, and 23 typical cases were announced to the public. The system of fixed-point management and real-name purchase of highly toxic pesticides was carried out in the main producing areas of "vegetable basket"; 6978 batches of feed samples were tested, feed enterprises of 1xanth3 were eliminated, six measures for supervision of milk sources were implemented, 5925 milk stations and 2870 raw milk trucks were inspected on the spot, and a notice of heavier punishment for illegal acts of veterinary drugs was issued, thus strengthening the supervision of 15000 designated pig slaughtering enterprises across the country. Start the investigation of risks and hidden dangers of fishery inputs and strengthen the law enforcement of the quality and safety of aquatic products.

The ability of risk prevention has been gradually improved. 145 risk assessment experimental stations have been identified in the main producing areas, and a relatively complete agricultural product safety risk assessment system has been initially formed. The scope of routine monitoring will be expanded to 153 large and medium-sized cities, 86 varieties and 94 parameters, basically covering major cities, producing areas, varieties and parameters. 12 categories of agricultural products, such as "vegetable baskets" and staple grains and oils, will be included in the scope of risk assessment for the quality and safety of agricultural products. The Emergency Plan for the quality and Safety of Agricultural products has been revised to expand the scope of public opinion monitoring. A general survey of heavy metal pollution in producing areas was carried out, and pilot work on the remediation of heavy metal pollution and adjustment of crop planting structure was launched.

Agricultural standardization is advancing steadily. In conjunction with the Health and Family Planning Commission, the 2014 version of the national standard for pesticide residues in food was issued, involving 3650 limited indicators. A total of 138 national and industry standards for agriculture have been formulated. Promote standardized production of horticultural crops, unified control of diseases and insect pests and green prevention and control. 1600 new "three gardens and two markets" and 48 standardized demonstration counties have been created. There are more than 9700 newly certified pollution-free, green, organic and geographical indications agricultural products, and the total number of certified agricultural products has reached 106000.

The construction of the supervision system has been launched in an all-round way. We will speed up the construction of the supervision system, team and capacity for the quality and safety of agricultural products. At present, 75% of the prefectures and cities and 60% of the counties and cities across the country have set up special regulatory agencies, an increase of 15% and 10% respectively over the same period last year. We will invest 1.2 billion yuan in the construction of the quality inspection system, support the construction of 385 quality inspection institutions for agricultural products, and enhance the quality and safety inspection capability of agricultural products at the grass-roots level.
