In early 2013, the State Council issued a document proposing to achieve a large-scale demonstration application of the Internet of things, including agriculture, in many fields by 2015. Since then, the Ministry of Agriculture has implemented the regional pilot project of the Internet of things in Tianjin, Shanghai, and Anhui provinces and cities, and the three places have carried out experiments and demonstrations in key areas according to the characteristics of their respective agricultural industries, trying to explore the formation of a visible, available and sustainable application model of the Internet of things in agriculture, which can be popularized in different regions and stages throughout the country.

Yu Xinrong, vice minister of agriculture, said, "the Internet of things in agriculture in China has made rapid development and has been used more and more widely." However, compared with industry, commerce and other areas, it is still in its infancy and the gap is obvious. Capital investment is the primary problem perplexing the development of the Internet of things in agriculture. Under the situation that the overall efficiency of agriculture is low and the decentralized management of small farmers is dominant, the development of the Internet of things is faced with financial difficulties. Bosway, vice chairman of the Internet of things Industry Association, believes that the pilot demonstration does not represent the real realization of industrialization, and large-scale commercial applications will take time. Agriculture is a weak industry, and the controllability of production conditions is poor, which determines that the application of the Internet of things in agriculture in China is obviously different from that in industry and other fields, resulting in serious financial constraints in the initial stage of its development.

Yu Xinrong said that it is impossible for the government to play an one-man show on the development of the Internet of things in agriculture. Relying on financial funds alone is not sustainable, and the key is to rely on the strength of enterprises. It is necessary to strengthen mechanism innovation, encourage and support relevant scientific research institutions and enterprises to participate in the work of the agricultural Internet of things, and speed up the formation of a mechanism for promoting government-enterprise cooperation and market-oriented operation. At the same time, it is necessary to give better play to the supporting and leading role of the government, create a good development environment for enterprises, and make enterprises profitable.

It is understood that the Ministry of Agriculture is actively planning to launch the "beneficial Agriculture Plan" with financial support, and systematically promote the construction of the national agricultural production and management information and information service system. At the same time, we are studying the establishment of an agricultural information subsidy system to accelerate the inclusion of agricultural Internet of things-related products and equipment in the list of subsidies for the purchase of agricultural machinery, so as to encourage the enthusiasm of telecom operators, IT agriculture-related enterprises, scientific research institutions and other social forces, gradually form a government-guided diversification of investors, market-oriented operation and maintenance, and work together to promote the development of the Internet of things in agriculture.
