It plays a fundamental role and is of great significance for major reforms such as giving farmers more property rights, ensuring farmers' usufruct of homestead, establishing a unified construction land market in urban and rural areas, and "farmland entry into the market" of collective construction land.

At present, the reform of unified registration of real estate, which is highly concerned by the whole society, is often narrowly understood as the reform of urban real estate issues such as "unity of real estate" or real estate tax. In fact, the largest real estate in China is in rural areas. For professionals who study real estate issues, there has been the image of "big unity" and "small unity" for many years. To put it simply, tinkering under the framework of maintaining the multi-head management of various departments is "small unity"; it is "great unity" to completely break the plan of multi-head management and truly realize the unified reform of urban and rural areas.

According to the clear plan of the CPC Central Committee and the State Council, the unified registration of real estate in our country can only be a "great unification." Because the essence of "small unification" is to maintain the division of urban and rural areas, the real estate on urban state-owned land is one stall, and the rural land such as mountains, rivers, forests, fields and seas is another. At present, most of the obstacles encountered in accelerating the unified registration of real estate are, in the final analysis, the overt or covert conflicts of some "small unified" interest groups. To put it bluntly, they just don't like to break the urban-rural dual real estate management pattern. The notice from the five departments will completely break the illusion of "small unification" among these interest groups.

Most of the problems existing in the process of economic and social development in China can be traced back to the dual pattern of urban and rural areas. The dualization of urban and rural areas has two "pillars", one is household registration, the other is cadastre. These two "pillars" directly lead to the inequality between agricultural hukou and urban hukou, and between urban construction land and rural collective construction land. The circular of the five departments, from the perspective of comprehensively deepening reform, emphasizes that the reform of the household registration system and the rural land system is indispensable, and demonstrates the determination of the "great unity" reform.

On July 30, the executive meeting of the State Council also discussed the orderly promotion of the citizenization of agricultural transferred population and the interim regulations on Real Estate Registration (draft for soliciting opinions). In late July, 11 departments, including the National Development and Reform Commission and the Central editorial Office, jointly issued the Circular on carrying out the National Comprehensive pilot work on New urbanization, clearly proposing that homestead and rural houses should be included in the national unified real estate registration system, and take the lead in establishing and implementing a unified real estate registration system. Taking an inventory of a series of policies issued intensively by the central government recently, the signal is consistent and clear: more than 30 years ago, China's reform began with a large supply of rural land; today, China's unified real estate registration and even the entire real estate management reform, we must also break through the rural breakthroughs where the difficulties and key points lie, and confirm and protect farmers' real estate rights on the basis of the unity of urban and rural areas.
