According to the statistics of the State General Administration of Prevention and Control, as of August 12, the total area of crops affected by drought was 65.89 million mu, with 2.35 million people and 2.54 million head of large livestock suffering from drought and drinking water difficulties, and the main drought indicators were lower than the average for the same period of many years. "the area affected by drought is in the process of decreasing and increasing, and the drought index is lower than the average value of the same period of many years, which does not mean that the local drought is not serious, nor does it mean that the local drought is serious in the whole country." Shu Qingpeng said.
With the change of the drought, the central government has allocated a total of 560 million yuan in subsidies for drought relief, supporting localities in the "battle" for drought relief and disaster reduction. Since the beginning of summer, Hebei, Shanxi, Inner Mongolia and other provinces (regions) have put in a total of 9.12 million drought-resistant workers, temporarily solved the drinking water difficulties of 1.68 million people, and irrigated 170 million mu of drought-resistant water. Water conservancy projects have also been fully utilized. Since June 1, the Xiaolangdi Reservoir of the Yellow River, the three Gorges Reservoir of the Yangtze River and the Danjiangkou Reservoir have supplied 5.7 billion, 131.1 billion and 3.1 billion cubic meters of water to the lower reaches respectively. These measures have reduced the impact of the drought, but Shu Qingpeng said the problems exposed by the drought should not be ignored. "there is less rainfall in Henan, but not all parts of the province are affected by drought, and there is basically no drought in the irrigation areas along the Yellow River with relatively complete water conservancy facilities. Drought relief and disaster reduction not only need to "attack the tough war", but also need "protracted war". The State General Administration of Prevention and Control and the Ministry of Water Resources, together with the Ministry of Finance, have issued a construction task of the National drought Relief Plan for 2014 and a special subsidy of 10 billion yuan from the central government, which will be used for the construction of small reservoirs, emergency wells for drought relief, and water diversion and lifting projects. efforts will be made to improve local drought resistance in the long run.
