The circular pointed out that keeping the prices of important commodities and services basically stable is an important basis for ensuring the smooth development of earthquake relief and post-disaster reconstruction. The departments in charge of prices in the disaster areas and surrounding provinces should pay close attention to the price changes of important commodities and services after the disaster, activate the price emergency monitoring mechanism in time, and earnestly strengthen the price monitoring of people's daily necessities such as food, medicine, drinking water, fuel, building materials, agricultural materials, and other post-disaster reconstruction materials, abnormal price fluctuations occur, and problems of signs and tendencies are found, and early warning should be given in time.

The circular requires that the price departments in charge of prices in the disaster areas and surrounding provinces should strengthen market price inspection, focusing on the prices of daily necessities such as grain, oil, meat, eggs, milk, vegetables and drinking water, as well as relief and post-disaster reconstruction materials such as medicines and building materials. We will resolutely crack down on price violations, such as driving up prices, colluding in price increases, fabricating and spreading price increase information, hoarding and hoarding, inferior quality, and price hikes in disguised form, so as to maintain normal market price order.

According to the circular, when necessary, the competent price departments in the disaster areas may, in accordance with the relevant provisions of the Price Law and with the approval of the people's governments at the provincial level, initiate temporary price intervention measures to strengthen the supervision and control of the prices of important materials for earthquake relief and post-disaster reconstruction to prevent prices from rising sharply.

The circular stressed that the departments in charge of prices in the disaster areas should actively carry out work in coordination with other departments, use the price adjustment fund to appropriately subsidize the production and circulation of important agricultural and sideline products, and promote the restoration of normal production and life order in the disaster areas as soon as possible.
