Han Changfu stressed that he persisted in drought resistance, science and all-out efforts during his research in Liaoning.
When investigating and guiding the drought relief work in Liaoning on August 17, Minister of Agriculture Han Changfu stressed that the current drought in Northeast China is diverse, the drought situation is complex, and there are many unpredictable factors in the future. Agricultural departments at all levels should resolutely implement the spirit of the central leadership's instructions, firmly establish the idea of disaster resistance and ensure a bumper harvest, continue to strengthen disaster resistance, resolutely resist drought, scientifically resist drought, strengthen field management without drought, and implement measures to promote early maturity and frost prevention as soon as possible. Go all out to win the autumn grain to get a good harvest.
While the drought in Huang-Huai and parts of the northwest has been alleviated, the drought in some parts of the northeast is developing rapidly, which has a certain impact on grain production. Han Changfu is very concerned about it and specially comes to some counties and cities in Chaoyang, Fuxin, and Shenyang to go into corn fields and disaster-stricken plots, and talk carefully with grass-roots cadres, agricultural technicians, and farmers to understand the development of drought, the effectiveness of drought resistance, and the growth of corn. He fully affirmed the practice of all localities in Liaoning Province taking the initiative and actively taking measures to fight drought under the guidance of the provincial party committee and provincial government.
Early in the morning, Han Changfu rushed to Dasanjia Village and Sanjia Village, his hometown in Beipiao City, Chaoyang, to learn about the drought. There is a piece of corn in Dasanjia village that has turned green and dried yellow due to drought and is facing no harvest. In Sanjia Village, not far away, corn grows better than all the year round because of the good water-saving irrigation. Han Changfu walked into the cornfield to check the development of drought in the affected land and understand the growth of corn in the land under water-saving irrigation. Han Changfu pointed out: it is necessary to strengthen classified guidance, and for those plots that can be conditionally irrigated and those that are useful, we should find ways to fully irrigate them to ensure that these plots have a harvest; for those plots that are not conditionally irrigated, we should do a good job in replanting other crops as far as possible. those that cannot be replanted should plan for production next year as soon as possible. It is necessary to conscientiously draw lessons from drought, be determined to speed up the construction of a number of high-standard farmland for ensuring harvest by drought and waterlogging, vigorously promote water-saving irrigation techniques, and not only take the initiative to avoid disasters, but also improve the ability to resist natural disasters, and promote the stable development of grain production.
Subsequently, Han Changfu drove to Fuxin Mongolian Autonomous County, Fuxin City. Along the way, the drought of corn and peanuts in the fields without irrigated conditions is serious, some corn leaves have been wilted and curled, and some have faded green. When Han Changfu came to his town, the corn on a sloping field had dried up, and the leaves clattered with his hands; some of the corn had already dried up before it could be filled. Han Changfu encouraged the local cadres and masses to say: if the crops are not planted year after year, they are not afraid of the disaster years, and everyone should enhance their confidence. This year, the land with no harvest should promptly carry out post-disaster insurance claims, and the surplus labor force should speed up the transfer of employment and strive for no reduction in farmers' income in the disaster years. At the same time, we should adjust the planting structure according to local conditions, do a good job in the combination of agriculture and animal husbandry, improve agricultural efficiency, and achieve sustainable development. In the demonstration side of high yield of corn in Taoli Village, Fuxin Town, the corn taller than people is growing gratifying. Zhang Lei, head of the Senmao Agricultural Machinery Cooperative in Fumeng County, told Han Changfu that due to the good water-saving irrigation of Shifan Fang, this year's corn grew better than last year, and if there were no major disasters in the later stage, the yield should be higher than last year. Han Changfu was very happy and urged him to rely on demonstration projects to do a good job in the construction of high-standard farmland and lead the masses to increase production and income.
Along the way, Han Changfu and local government officials studied how to strengthen the construction of high-standard farmland and speed up the development of water-saving agriculture. In Yujiawobao Township, Xinmin County, Shenyang City, Han Changfu casually broke off an ear of corn to view, the corn ear was full of seeds, and the grain began to bear fruit. According to a rough estimate, the net weight was about half a jin. Han Changfu stressed: it is necessary to continue to strengthen guidance and services, seize the favorable opportunity of rainfall, do a good job in field management, promote growth and development, earnestly strengthen the prevention and control of diseases and insect pests, implement measures to promote early maturity and frost prevention, ensure the safety and maturity of autumn grain, and strive to reduce production in arid areas. increase production in non-arid areas.
Bi Meijia, chief economist of the Ministry of Agriculture, participated in the research.
