The Circular of the Ministry of Agriculture on the Inspection of Farmers 'Burden in 2013 reported the main problems found in the inspection of farmers' burden in Heilongjiang, Anhui and Shandong provinces by the six departments of the State Council Joint Conference on Reducing Burden. Public notification of these problems is to give play to the role of social supervision, remind all localities to draw lessons from them, always tighten the string of reducing farmers 'burdens, and do not arbitrarily "reach out" to farmers.

Since the abolition of agricultural tax, with the central government continuously increasing the overall planning of urban and rural development, the burden on farmers has been controlled at a relatively low level, and the masses of farmers are happy and satisfied. However, due to the system and mechanism factors that cause farmers 'burden have not been completely eliminated, coupled with the weakening of the awareness of reducing burdens and the weakening of supervision in a few places, some problems that cannot be ignored have emerged. Some localities have created various names and changed their methods to collect fees from farmers indiscriminately; some localities have shifted the indiscriminate collection of fees from farmers in the past to new agricultural management entities and village-level organizations; some localities have developed village-level public welfare undertakings beyond the peasants 'ability to borrow money for construction; and some localities have deducted expenses against the wishes of farmers when implementing the policy of strengthening agriculture, benefiting farmers and enriching peasants. We must attach great importance to this and resolutely correct it.

This year's Central Committee Document No. 1 clearly stated that "resolutely investigate and correct corruption in agriculture-related fields that infringe on the interests of the masses and increase the burden on farmers." Lightening the burden on farmers is a basic policy of the Party in rural areas, and this high-voltage line cannot be touched. We must fully understand the long-term and arduous nature of the burden reduction work, and must not be ideologically paralyzed and lax in work because of the increase in farmers 'income and the decline in farmers' burden. we must adhere to the work system in which the principal leaders of the local party and government personally grasp and assume overall responsibility, implement the "one vote veto" system for lightening the peasants 'burdens, and improve the responsibility system for special administrative departments that "whoever is in charge is responsible." We will strictly implement policies to reduce farmers 'burdens, further strengthen daily supervision and management, adopt special measures, comprehensive measures, and burden inspections to solve outstanding problems reported by farmers, further intensify inspections and investigations into violations of regulations and disciplines, continue to maintain a high-pressure situation to reduce farmers' burdens, and resolutely prevent farmers 'burdens from rebounding.
