In fact, it is not a temporary effort to fill the gap between rights and welfare between urban and rural household registration. However, the abolition of agricultural hukou actually opened the prologue of the "era of equal rights between urban and rural areas". The direction has been set, things are man-made. Gradually weakening or stripping the welfare treatment attached to household registration, further increasing the intensity of financial transfer payment, narrowing the development gap between regions, cities of different sizes and urban and rural areas, especially giving migrant workers the same treatment, are the focus of the next step of deepening reform.

In fact, the dual household registration system in urban and rural areas has been embedded with various systems such as land, employment and social security. It is not easy to deepen the reform.
