Recently, the State Council announced the Opinions on Further Promoting the Reform of the Household Registration System, deciding to establish a unified household registration system in urban and rural areas to effectively protect the legitimate rights and interests of the agricultural transfer population. This is undoubtedly a major positive for the vast number of migrant workers who are eager to truly integrate into the city.

For a long time, China's urban-rural dual household registration management system once caused more than 30 treatment differences between urban and rural household registration. In order to meet the needs of urbanization of agricultural transferred population, local governments need to increase a series of financial inputs such as urban infrastructure construction and maintenance, public service management, social security, affordable housing, etc. This is the biggest pressure brought to the local government by the household reform, and it is also an important reason for the slow urbanization process of migrant workers in recent years. In response to this problem, the Opinions propose to strengthen the financial security of basic public services, establish a mechanism linking fiscal transfer payments with the urbanization of agricultural transfer population, and put forward pragmatic and positive countermeasures such as "giving priority to solving stocks, orderly guiding increments, and reasonably guiding expectations".
In fact, it is not a temporary effort to fill the gap between rights and welfare between urban and rural household registration. However, the abolition of agricultural hukou actually opened the prologue of the "era of equal rights between urban and rural areas". The direction has been set, things are man-made. Gradually weakening or stripping the welfare treatment attached to household registration, further increasing the intensity of financial transfer payment, narrowing the development gap between regions, cities of different sizes and urban and rural areas, especially giving migrant workers the same treatment, are the focus of the next step of deepening reform.
