The main goal is to comprehensively find out the basic situation of the ownership, location, boundary address, area, use, above-ground houses and other buildings and structures of every land in rural areas, including homestead, collective construction land, and so on, so as to provide basic data for the registration and certification of rural collective land rights. To lay the foundation for the implementation of unified registration of real estate.

From the perspective of reform, homestead can not be bought and sold freely.

Fundamentally speaking, homestead is rural collective land, which stipulates that the ownership of homestead belongs to rural collective rather than individual farmers. What farmers have is the right to use homestead. Therefore, homestead can not be bought and sold freely between urban and rural areas, nor can they buy and sell each other among the villagers.

It must be noted that the starting point of the reform of the homestead system is to protect farmers' homestead rights and interests and increase farmers' property income, not to solve the index of urban construction land, not to allow urban residents to buy homestead and build houses in rural areas. let alone encourage industrial and commercial capital to circle land in rural areas. From the perspective of policy, reform and system, there is no room to buy and sell homestead freely.

In short, the land system is the fundamental system in rural areas, land relations are the most basic relations of production in rural areas, and land rights and interests are the major rights and interests of farmers.
