The construction of practical talents in rural areas has achieved remarkable results in stages.

Since the beginning of this year, the personnel Department of the Ministry of Agriculture has placed the training of practical talents in rural areas in a prominent position in the construction of agricultural and rural talents, and has taken effective measures to do a good job, steadily advancing all kinds of work, and achieving remarkable results in stages. it has provided a strong talent support for consolidating the good situation of agricultural and rural economic development.

We should strengthen deployment, pay attention to coordination, and carry out the key tasks of building a contingent of practical talents in rural areas. To fully implement the "medium-and long-term Plan for the Construction of Rural practical talents and Agricultural Science and Technology talents (2010-2020)" as the main line, formulate and issue the "key points of talents work of the Ministry of Agriculture 2014", and promote the implementation of various phased goals and tasks of the plan. A national working conference on agricultural and rural talents was held to study and put forward the key tasks and specific measures for the construction of rural practical talents at present and for a period of time in the future. Together with the Ministry of Finance, we launched the project to cultivate new-type professional farmers, and the central government allocated 1.1 billion yuan for the cultivation of new-type professional farmers and practical talents in rural areas. We will continue to implement the "one million Technical Secondary School students Program" for the training of practical talents in rural areas, and carry out agricultural secondary vocational education for farmers and agricultural successors.

We should do a good job of demonstration, optimize the theme, and promote the standardized management of demonstration and training of rural practical talent leaders. We will continue to work with the Organization Department of the CPC Central Committee to carry out demonstration and training of rural practical talent leaders and college student village officials on a large scale. So far, more than 4300 trainees have been trained. Seven new ministerial-level rural practical personnel training bases, such as Laojie Village in Hunan Province and Miaojia Village in Zhejiang Province, have been added, and 20 ministerial-level training bases have been equipped with special vehicles and training equipment respectively relying on the "new type of vocational farmer training mobile classroom" infrastructure project. Centering on the central work plan for agriculture, rural areas and farmers this year, six training topics have been set up, including large grain producers, family farms, farmers' cooperatives, entrepreneurship of university student village officials, rural informatization, and beautiful villages. Formulated the "rural practical talent leaders demonstration training assessment management measures", "rural practical talent leaders and college student village officials demonstration training class teacher work norms" and so on, constantly improve the institutionalized, standardized and scientific level of training work.

Pilot first, innovate and guide the way, and promote the continuous improvement of the working mechanism for the training of practical talents in rural areas. We will intensify the pilot work on the identification of practical talents in rural areas, expand the scope of the pilot project from 36 counties in 11 provinces last year to 300 counties in 13 provinces this year, and speed up the exploration and establishment of an evaluation and identification system that integrates identification standards, identification procedures, follow-up management, supporting policies, and information-based statistical services. We will actively promote the innovation of policies to support the training of practical talents in rural areas, and carry out research on major issues of "Policy Research on training and bringing up a New Type of Professional Farmers" in eight provinces and cities, including Zhejiang and Shanghai. we will promote the implementation of the "New Vocational Peasant training Program for Secondary Vocational Schools (trial)" and incorporate farmers' secondary vocational education into the national student aid policy system. We will actively explore a diversified support mechanism for using social forces to participate in the training of practical talents in rural areas, and continue to implement the "Project funded by 100 Outstanding leaders in Revitalizing villages through Agricultural Science and Education" and the "National Project of Outstanding practical talents in Rural areas". We will support more than 50 rural practical talents who are recognized by the masses, with excellent quality and outstanding demonstration ability to start a business and become rich.
