What role has the government played? A reporter from West China Metropolis Daily interviewed Zhou Liankun, vice mayor of Lin'an City.

Lin'an is a county-level city under the jurisdiction of Hangzhou. At the first China County economy and Electronic Commerce Summit, Lin'an was awarded the "Top 100 County for the Development of Electronic Commerce in China", ranking 32nd in the country and ranking first among the five counties (cities) in Hangzhou. According to Zhou Liankun, online sales in Lin'an reached 1 billion last year, increasing farmers' income by 120 million.

Examples like Lin'an are common along the southeast coast of China. Zhou Liankun: the output of pecans in Lin'an accounts for nearly 40% of the country, and the processing volume of fried nuts has also reached 30% in the country. Since 2005, some villagers in the main nut producing areas and main processing sites in the west of Lin'an have opened online shops to sell fried nuts, and after tasting the sweetness, they have attracted more villagers to "touch the net". Last year, online sales in Lin'an reached 1 billion, increasing farmers' income by 120 million.

Zhou Liankun: Lin'an is a mountain city. If you don't do e-commerce, its sales channel is limited. Take pecans as an example, the original sales target is mostly in Shanghai, Hangzhou and other consumer groups in the Yangtze River Delta. After doing e-commerce, customers like Xinjiang and Taiwan can buy local pecans in Lin'an. Next we want to do some other fresh agricultural products in Lin'an, including our alpine vegetables and fruits. I think this market has great potential.

Zhou Liankun: e-commerce can promote the integrated development of a variety of industries. for example, if you buy pecans online, you may distribute tickets to local tourist attractions in Lin'an, which will boost the tourism industry in Lin'an, including farm music in Lin'an.

I know a freelance photographer in the city who yearns for rural life, so he went back to his hometown and renovated his old house. When the house was built, he opened an online shop. What do you sell? He sells furniture, but he only needs a computer and is on his own. I asked him how much he made in a year, and the profit was relatively small, but he himself lived the life he wanted, and he could drive people around him to travel to the countryside and experience life in villages and villages. I think this is also a trend.

E-commerce can also drive college students to return to their hometown to start a business, such as Lin'an as a traditional nut processing enterprise. The owner's children can open an online store after graduating from college and combine with their families offline, so that the previous generation and the next generation complement each other.

West China Metropolis Daily reporter: for e-commerce that encounter bottlenecks, how does the Lin'an municipal government push them?

Zhou Liankun: at the beginning, it was mainly the spontaneous behavior of the market. The government did not enter much, but when it developed to a certain stage, it should be able to feel the tangible hand of the government.

For the existing more mature Taobao village, the government standardizes and promotes the relatively large problems they are facing, such as warehousing, logistics, distribution, food safety and so on.

We have an e-commerce industrial park in the urban area, and at the town street level, Longgang Town in the western region has created the largest nut fried food city in the country, and at the village level, has a number of e-commerce specialized villages. Gradually formed a relatively perfect "city, town street, village" three-level e-commerce network system, played a good gathering, leading and demonstration role.

Zhou Liankun: mainly to provide some Internet public services. We visited and realized that the biggest demand of the people in the village to open an online store is some basic technical problems, including how to do web design, operation, publicity, marketing and so on. We look for a leader who has done a particularly good job in this respect in the village, and let him take up a certain position in the trade association and lead other farmers to do this.

In addition, at the municipal level, we have set up a public service center for e-commerce, which brings together a lot of third-party service providers to provide the services mentioned just now.

Zhou Liankun: to have training, now everyone knows that e-commerce is very important, and many people are very anxious, but even if they don't know how to do it, the ideas of many traditional enterprises also need to be updated. In this process, the government needs to build a platform to promote and popularize e-commerce, which is the most important.

Another piece is to build a platform. Last year, we successively opened the Alibaba Linan nut frying industrial belt and the "Taobao characteristic China-Lin'an Pavilion." the industrial belt attracted many processing enterprises for nut frying, and the local pavilion mainly reflects the characteristics of local agricultural products. These two platforms provide a new channel of wholesale, retail and display for many nut fried enterprises and online stores in Lin'an, greatly increasing their sales.
