He stressed that efforts should be made to enhance the maneuverability of the reform implementation plan, scientifically determine the amount of subsidies, optimize the subsidy distribution process, do a good job in policy publicity and interpretation, and ensure that subsidy funds are cashed in full and timely to farmers. It is necessary to fully realize that there is a large gap between China's cotton output and demand, and the overall relationship between domestic supply and demand is tense. It is necessary to strengthen market information services, do a good job in market regulation and control, increase the transparency of cotton imports and cotton reserves, and stabilize market expectations. It is necessary to do a good job in the supply of funds for acquisition, support cotton enterprises to actively enter the market, and encourage cotton farmers to choose opportunities to sell cotton. We should fully estimate and prepare for the problems that may arise in the course of the pilot project. It is necessary to strengthen the tracking and understanding of the implementation of policies, handle and resolve various contradictions in a timely manner, and promote the stable operation of the market. Continue to conscientiously implement the state's policies to support cotton production, strengthen the construction of irrigation, water conservancy and other infrastructure, vigorously develop water-saving irrigation and dry farming agriculture, and on the basis of comprehensive consideration of cotton market capacity and resource carrying capacity, optimize the regional distribution of cotton and promote the sustainable development of cotton production.
