Since the introduction of the "opinions of the State Council on supporting the Development of leading Enterprises in Agricultural industrialization" (Guofa (2012) No. 10), all localities have attached great importance to it, made comprehensive arrangements, paid close attention to implementation, and worked hard to promote the real implementation of policies and measures and achieve practical results. At present, 21 provinces (autonomous regions and municipalities) have formulated and issued special implementation opinions, some localities have greatly increased the special funds for agricultural industrialization, some localities have launched and implemented a series of industrialization promotion projects, and some localities have established and improved the industrialization joint conference system and established leading enterprise associations. Some localities have also innovated and introduced policies and measures such as partial return of income tax sharing, priority arrangement of construction land, and preferential use of electricity, and a multi-level, multi-channel and multi-form policy support system for agricultural industrialization has been gradually established.

Zhang Hongyu affirmed the practices and achievements of various localities in promoting the implementation of support policies for leading enterprises, and demanded that the implementation of State Council documents should not be relaxed, but should be placed in a more prominent position, earnestly analyze the progress, objectively evaluate and check them, and grasp them one by one, and strive to formulate and introduce another batch of good measures that can be felt by leading enterprises and farmers.
