Firmly establish the concept that "protecting ecology is protecting productive forces, improving ecology is developing productive forces", further establish and improve the long-term mechanism of grassland protection and construction, and actively promote the transformation and upgrading of grassland animal husbandry. Promote the sustainable development of pastoral areas and achieve "greener grasslands, stronger animal husbandry and richer herdsmen".

Yu Kangzhen successively went to Burjin County, Altay City, Fuhai County, Manas County and Hutubi County in Altay Prefecture. He attached great importance to the implementation of the grassland replenishment policy, listened carefully to the ecological improvement of the water conservation area in the water conservation area of Burjin County, checked the implementation of the grassland ban on grazing, and cordially expressed condolences to the front-line grassland managers. At the home of Bagdaliti, a Kazakh herdsman in his 70s in the village of Baihaba, when he heard the old man praise "this policy is really good, thank the state for thanking the party," he pointed out that the herdsmen's heartfelt support for the policy is an encouragement and a spur to us. Agricultural and animal husbandry departments at all levels should further enhance their confidence in doing a good job, work hard to think about measures to improve their work, and ensure that policies are well implemented, to the satisfaction of the masses, and to social recognition.

Yu Kangzhen was very concerned about the transformation and upgrading of beef and mutton production and grassland animal husbandry in Xinjiang, and successively visited the professional cooperatives of Shangren herdsmen breeding in Altay, Wangyuan Camel Milk Industrial Co., Ltd., Suffolk Sheep breeding Farm and Hutubi cattle breeding Farm and leading enterprises in Changji Prefecture, and visited beef and sheep breeding, breeding of improved breeds and processing of animal products. He stressed: at present, one of the key tasks of grassland animal husbandry is to vigorously develop beef and mutton production and break through the bottleneck of female livestock reproduction as soon as possible. The transformation and upgrading of grassland animal husbandry is the direction of industrial development, and its development and growth is inseparable from the guidance of new business entities and leading enterprises, the promotion and application of advanced science and technology, and the extension of the entire industrial chain. Efforts should be made to promote the transformation and upgrading of grassland animal husbandry and invigorate animal husbandry and enrich the people.

Yu Kangzhen is also very concerned about the improvement of the lives of herdsmen. When he saw the beautiful decoration and modern household appliances in the more than 100 square meters of herdsmen's houses in the Yaraman herdsmen settlement in Burjin County, he said with relief: "the living conditions in the herdsmen settlements are much better than before. I'm so happy for everyone." At the same time, Yu Kangzhen stressed that in order to combine the settlement of herdsmen with the transformation of the mode of production of grassland animal husbandry, and to ensure that herdsmen are "stable, stable, and have a good life," we must strictly protect grasslands, strengthen the construction of artificial forage bases, break through the bottleneck of forage shortage, and provide reliable support for the development of grassland animal husbandry and grassland disaster prevention and reduction.
