In 2014, the central government allocated 1.55047 billion yuan for comprehensive agricultural development to support the construction of water-saving reconstruction projects in key medium-sized irrigation areas. it is mainly used for dredging and lining anti-seepage of canals (ditches), improvement and renovation of trunk and branch canals (ditches) and construction of modern irrigation district management system, etc., in order to strengthen the construction of irrigation and water conservancy infrastructure and provide water source guarantee for agricultural comprehensive development project areas. We will improve the comprehensive production capacity of agriculture, especially grain.

In order to realize the organic combination and mutual promotion of the modernization of key medium-sized irrigation districts and the construction of high-standard farmland for comprehensive agricultural development, and to create the core area of grain production in China, in 2014, agricultural comprehensive development selected one irrigation district each in Jiangsu, Henan, Shaanxi and Ningxia provinces (regions). The pilot work of synchronous planning and design, implementation and benefit of water-saving transformation and high-standard farmland construction in medium-sized irrigation areas for comprehensive agricultural development has been launched. In accordance with the requirements of modern irrigation areas and high-standard farmland construction, efforts should be made to realize the "on-demand water supply" of agricultural irrigation by using modern means to supply water according to crop water demand, so as to fully reflect the informationization, digitalization and intellectualization of water supply and management in irrigation areas, and explore a feasible way for the modernization of medium-sized irrigation districts. To provide solid support for irrigation and drainage backbone projects and water source guarantee for the construction of high-standard farmland for agricultural comprehensive development.
