In a word, the person in charge of an important local enterprise said that the high toll of the tunnel and bridge project is the biggest obstacle restricting the flow of people.

Of course, there is a certain degree of reason. the total investment in the Yangtze River tunnel and bridge project is 12.6 billion yuan, and these inputs need to be recovered gradually. at present, the working day flow of the tunnel and bridge project is 20, 000 to 30, 000 vehicles, if calculated according to the standard of minibus charges, the annual charge is about 500 million yuan. if you add in the maintenance costs and interest costs, it does take about 25 years to recover the investment. Of course, it is true that government investment also needs to be accounted for, but the question is, is this the only way to recover the investment?

For example, Chongming county finance guarantees tolls and allows traffic to pass free, but the county-level revenue of Chongming county in 2013 was only 4 billion yuan. It is probably not realistic to spend 1/8 yuan to pay for passing vehicles. Residents who do not come in and out of Chongming Island may also have a problem with this. However, the economic account cannot be calculated with this alone. For example, Chenjiazhen has good development prospects and a small population, and it is obviously insufficient to talk about the new type of urbanization with people as the core. If its population can be doubled, based on the per capita GDP of more than 90,000 yuan in Shanghai, the corresponding GDP of this new population will be more than 12 billion.

Of course, the increase in population does not simply correspond to the increase in GDP, but this is certainly the premise of development. The new type of urbanization requires the cooperation of industries and the accumulation of population, but at present, due to the high fees charged by tunnel and bridge projects, the population has been unable to grow for a long time, and the supporting industries and daily life are lack of power. Liang Jun, general manager of Chenjia Town Construction and Development Co., Ltd., Chongming County, Shanghai, said bluntly that at present, he is pinning his hopes on Rail Transit Line 19, when the population may show explosive growth. According to public information, the plan may not be completed until the 13th five-year Plan period.

Is it possible that the solution is to make more residents of Chenjia Town and even Chongming Island wait for five or six years or even longer? This is a bit lazy thinking, of course, the cost of the tunnel and bridge project should be recovered, but the development of Chen Jiazhen and even Chongming should not lag behind, and it is necessary to find a way to "release water and raise fish." It is true that the current financial resources of Chongming or Chenjiazhen cannot easily cover the annual toll of 500 million yuan, but what about after five or even ten years of development? Let Chen Jiazhen, like the back garden of the center of Shanghai, develop, gather popularity, and then repay the debt through the increased revenue.

We should know that the tolls of five bridges and three tunnels across the Huangpu River in Shanghai were also abolished on May 1, 2000. at that time, we not only had to solve the problem of congestion caused by tolls, but also supported the development and opening up of Pudong. After more than a decade, Pudong, after the acceleration of the flow of people and logistics, entered the fast lane of development, and its radiation benefit to Shanghai far exceeded that of those eight charging items. Why can't Chongming enjoy the same treatment? At least more preferential treatment can be given.

In fact, there has been such a voice in Chongming for a long time, but there has been no reply. In recent years, relevant members of the Chinese people's political Consultative Conference and deputies to the National people's Congress in Shanghai have put forward suggestions on reducing the tolls of the Yangtze River Tunnel and Bridge. The charging bottleneck of Chenjiazhen and even Chongming Island happens to be reflected in it. On the one hand, Shanghai Chongming, which can not build the Yangtze River economic belt without the Yangtze River estuary, and the medium-and long-term development of the logistics industry can not ignore the Shanghai Chong-Su Great Corridor. The essence of "Keqiang economics" is to delegate power and profit. "smooth flow of things" can not only obviously activate the economy, but also generally benefit the people's livelihood, why not local governments?
