On September 10, the Ministry of Agriculture held a national video conference on the prevention and control of major animal diseases in autumn to deeply analyze the current situation of prevention and control of animal diseases and arrange arrangements for the prevention and control of major animal diseases in autumn and winter. Yu Kangzhen, vice minister of the Ministry of Agriculture, stressed that it is necessary to take effective measures to do a good job in autumn prevention and strive to ensure that major regional animal epidemics and major incidents of quality and safety of animal products do not occur.

Yu Kangzhen pointed out: since the beginning of this year, the Ministry of Agriculture and animal husbandry and veterinary departments at all levels have closely focused on the overall prevention and control objectives of the "two efforts to ensure" and paid close attention to the implementation of various measures. Remarkable results have been achieved in the prevention and control of major animal diseases, the epidemic of small ruminants has been quickly and effectively controlled, the elimination of H7N9 flu has progressed smoothly, and animal epidemic prevention after the disaster has been solid and effective. He stressed that judging from the current domestic epidemic situation, the hidden danger of an epidemic still exists, and the risk of an epidemic is still very high. From a global point of view, the epidemic situation is complex and the threat to me has increased. All localities must attach great importance to the prevention and control work in autumn and winter to ensure the full completion of the set goals and tasks. First, we should focus on basic immunization. The work of centralized immunization in autumn was launched in an all-round way on September 10, striving to be completed by the end of October, and the evaluation of immunization effect was carried out in mid-November. It is necessary to strengthen the supervision of vaccine quality, organize the production and supply of vaccines, and ensure the smooth progress of autumn prevention. Second, efforts should be made to do a good job in monitoring and early warning. All localities should carry out surveillance around priority prevention and control diseases such as foot-and-mouth disease, bird flu, and brucellosis, and do a good job in the elimination of horse-borne poverty and horse gangrene. Third, efforts should be made to strengthen veterinary health supervision and law enforcement. We will further improve the supervision system for the inter-provincial transportation of live livestock and poultry, and strengthen the management of badges and badges. We should take the action of "improving quality and strong ability" as an opportunity to comprehensively improve the quality and ability of law enforcement personnel. Fourth, efforts should be made to strengthen prevention and control in border areas. Adhere to the "internal prevention and external blocking", further refine and implement border prevention and control measures, and build "anti-blocking zones" in border areas. We will explore a regional management model for animal diseases and vigorously promote the construction of epidemic-free areas and biosafety isolation areas. Fifth, it is necessary to co-ordinate the prevention and control of zoonosis and common diseases. We should earnestly do a good job in the prevention and control of key zoonotic diseases such as brucellosis, schistosomiasis, echinococcosis and rabies, make overall efforts to prevent and control common diseases such as diarrhea in pigs, strengthen comprehensive epidemic prevention management, and improve the biosafety level of farms. Sixth, efforts should be made to make good preparations for emergencies. We will further improve the pre-plan and strictly implement the 24-hour emergency duty and lead system. In the event of an epidemic, quickly start the plan to prevent spread.

In view of the new situations and problems faced by the current animal epidemic prevention work, Yu Kangzhen stressed that various localities should make efforts to promote several key tasks in the near future. We should earnestly do a good job in the prevention and control of the epidemic of small ruminants and lose no time in formulating and implementing the elimination plan. We will strengthen the prevention and control of H7N9 influenza, speed up the implementation of the H7N9 influenza elimination plan, and coordinate the prevention and control of H5, H7, H9 and other subtypes of avian influenza. We will speed up the harmless treatment of sick and dead animals, implement territorial management responsibilities, and speed up the establishment of a long-term mechanism. We should do a good job in the management of livestock and poultry slaughtering, speed up the adjustment of responsibilities, and earnestly do a good job in the supervision of slaughtering quality and safety.
