In accordance with the requirements of the No. 1 document of the Central Committee this year and the work arrangements of the national inter-ministerial joint meeting on the development of farmers' cooperatives at the beginning of the year, all localities attached great importance to it, and the relevant departments United and cooperated, meticulously organized, and made careful arrangements, and completed the work of recommendation and selection. Now it has officially entered the stage of publicity and accepted supervision from all walks of life.

The evaluation of the demonstration society is the first evaluation work since the establishment of the National Joint Conference. The relevant functional departments at all levels, in accordance with the requirements of the Circular on the Application of National Farmers' Cooperative demonstration Cooperatives and the interim measures for the Evaluation and Monitoring of National Farmers' specialized Cooperative demonstration Cooperatives, strictly ensure the quality, and adopt the method of allocation of quota from top to bottom and voluntary declaration from the bottom up. Guide qualified cooperatives and water use organizations to declare actively. According to statistics, a total of 4021 cooperatives and water use organizations have entered the publicity list, including 3767 national model cooperatives and 254 national water use demonstration organizations. By the end of July, there were 1.19 million cooperatives registered for industry and commerce in China, and the national model cooperatives assessed this time accounted for 3.2 per thousand of the total number of cooperatives registered for industry and commerce in the country.

In the process of recommendation review, all localities strictly check the gate, select the best from the best, and strictly check the recommended cooperatives at the grass-roots level in accordance with the principle of preferring deficiency rather than abuse. In most places, recommendations are made by grading, ranking and reporting based on merit, and in some places, the registration of cooperatives, the contribution of members, and the operation and management of cooperatives are verified by means of on-the-spot visits and telephone inquiries. In some places, one-vote veto is applied to cooperatives that have problems in democratic proceedings, financial management, surplus distribution, product quality, and so on.

The farmers' cooperatives and water use organizations announced this time have relatively standardized management, large scale of operation, strong market competitiveness and strong ability to drive farmers, and are outstanding among farmers' cooperatives and water use organizations. Through the evaluation of national demonstration societies and national water use demonstration organizations, local cooperatives and water use organizations can "learn from examples and have goals", encourage the standardized development of all kinds of cooperatives, and play a greater role in increasing farmers' income, ensuring food security, deepening rural reform and developing modern agriculture.
