In this regard, Zhang Hongyu pointed out that land transfer is a process of resource allocation, and the market should play a decisive role. However, land is the lifeblood of farmers, and the government must safeguard the interests of farmers, do a good job in management and service, and play a role of standardization and guidance.

"the law stipulates that the household contract management of rural collective land in China is carried out by peasant households. Whether the land is transferred, how to determine the price, and how to choose the form should be decided by the contracted farmers independently, and no organization or individual can force or restrict it." Zhang Hongyu said: at present, some localities unilaterally pursue the scale and proportion of circulation, and rely on administrative orders to set targets, set tasks, and speed up, thus harming the interests of farmers.The problem lies in being eager for success, being offside, intervening too much, replacing the role of the market and taking the place of farmers.

It is understood that at present, 2/3 of the counties and townships in China have not established a land transfer service platform, nearly 40% of the land transfer has not signed contracts, and 188000 land transfer disputes were accepted last year.

Experts said that in the future, the government should constantly standardize land transfer behavior and improve land transfer services by establishing and improving the open market for land transfer, strengthening the management of land transfer contracts, and improving the dispute mediation mechanism, so as to create good environmental conditions for the transfer of contracted management rights of farmers.

How large is the scale of land management?

Many people believe that the main problem restricting the development of modern agriculture in China is the small scale of operation, and the current focus is to expand the scale of land management.
