The "triple superposition" of regionality, comprehensiveness and complexity has added great difficulty to the poverty reduction work in our country at the present stage.

Set up a file and set up a card for the object of poverty alleviation, the task force is stationed in the village to help, one household, one policy targeted help. At present, accurate poverty alleviation is in full swing in the vast number of poor villages, and the transformation of poverty alleviation and development is timely.

Reviewing the history, from the reform of the rural production and management system at the initial stage of reform and opening up, the rise of township enterprises, to the echelon development of the manufacturing industry after the mid-1980s, and then to the in-depth implementation of the urban and rural regional development strategy since the new century, sustained and rapid economic growth has been an important driving force for large-scale poverty reduction in China. What is particularly important is that since 1986, the government has led the implementation of organized, planned and large-scale poverty alleviation and development, and China has made an exemplary achievement in poverty reduction.

For a long time, poverty alleviation and development in China takes project poverty alleviation as the main form and project implementation as an important carrier. These practices have contributed a lot to the achievements of poverty reduction in our country, but they have also exposed some problems, such as the inefficiency of poverty reduction caused by the lack of accuracy. Although it is emphasized that it is consistent to go from village to household, as the object of poverty alleviation work has become larger and larger, many poverty alleviation measures have been flooded, and a lot of funds have been spent on projects that are not directly related to the production and life of the poor people. the efficiency of poverty reduction has been greatly reduced.

At the present stage of poverty in China, there is a "three-nature superposition" of poverty, regionality, comprehensiveness and complexity, with prominent problems in poverty-stricken areas, relatively scattered distribution of poor population, complex causes of poverty, frequent return to poverty, and difficulty in poverty reduction. As China's economic development enters a new normal, the growth of GDP slows down, the upgrading of industrial structure puts forward higher requirements for the labor force, and there are many challenges in poverty reduction in the new era. In order to build a well-off society in an all-round way in 2020, it is urgent for China to make up for the "short board" of the poor people in poor areas as soon as possible. Poverty alleviation and development has reached a time of transformation, reform and innovation is extremely urgent.

How to transform? The direction is clear, that is, accurate poverty alleviation. First of all, it is necessary to find out who is the object of poverty alleviation, what kind of development conditions he has, and what development needs he has. At present, the country is comprehensively carrying out the work of accurate identification and establishment of archives and cards for poor households and poor villages. This work is related to fairness and justice and whether the foundation for accurate poverty alleviation is solid. In the interview, the author found that the identification of poor households in some poor villages did not strictly follow the procedures, the degree of mass participation was not high, and some poor farmers who "should not help" had the possibility of "finding accounts." The object identification of poverty alleviation urgently needs to be more detailed and solid, which can stand the test.

After the poverty alleviation targets have been accurately identified, the next step is to make an in-depth analysis of the causes of poverty, conscientiously implement the assistance to those responsible, formulate assistance plans from village to house, and concentrate efforts on support. This process is related to the effectiveness of poverty reduction, how to establish a long-term mechanism, how to enhance the self-development ability of poverty alleviation targets, all localities need to take measures to local conditions and actively explore.

In order to achieve good results in accurate poverty alleviation, it ultimately depends on seeking truth and pragmatism and paying close attention to implementation. How can it be implemented? Precise management is the key. Poverty alleviation funds and projects should be well managed and used, and every yuan should be spent on real poverty alleviation, "hammering nails accurately"; if the poor people are not stable in getting rid of poverty, they cannot give up their assistance work and "nail the nails firmly"; we should quantitatively assess all poverty alleviation work in poverty-stricken counties, reward the good and punish the bad, give full play to the role of "baton" and ensure that all poverty alleviation policies are implemented.

At present, accurate poverty alleviation is going all out, new problems and challenges continue to emerge, and poverty alleviation through development has a long way to go. Only by keeping pace with the times, transformation and upgrading, can poverty reduction continue to reach a new level.
